Lead, Plans & Collaboration








Job Purpose



The Lead, Plans & Collaboration, will be the key person responsible for all external engineering and technology collaboration projects with IHLs on behalf of SMRT Trains and Engineering. He will be working closely with internal technical and ops stakeholders (Project Sponsors) to identify key projects of interest and translate them into collaboration projects with IHLs. He and his team will coordinate and monitor these collaboration activities to ensure timely completion by the internal and external project leads and seek the necessary resources at the aggregated level.


As key planner for ART, he will constantly perform technology scanning for relevant enablers that can potentially enhance (Kaizen) the safety, reliability, productivity and sustainability of our internal clients\xe2\x80\x99 deliverables. He will coordinate with relevant staff in ART and Engineering to work with the external partners \xe2\x80\x93 IHLs and technology firms \xe2\x80\x93 to develop technological and engineering solutions required.



Responsibilities



Strategy & Management
  • Lead development and execution of annual business strategy for ART, including the development of goals, objectives, activities, revenue targets and key performance indicators. Create monthly dashboard and annual report progress.
  • Develop an annual budget, work plan and \xe2\x80\x9cgo to market\xe2\x80\x9d strategy to support the successful execution of the annual business strategy.
  • Conduct an annual evaluation to help determine needed improvements and resources to improve outcome from collaboration projects
  • Chart out the long-term technology development resources, masterplan and formulate strategies to achieve the desired outcomes.
  • Identify potential areas for technology collaboration with external stakeholders to enhance and/or expand current businesses through innovative use of technological solutions.
  • Establish network with institutions, universities, innovation centers, industries, etc. to ensure information flow of novel technologies and drive collaborations.
  • Conceptualising and implement initiatives to build technology capabilities across SMRT Business Units.



Partnership
  • Lead outreach activities, overseeing the writing of proposals and meeting with key clients and partners on a regular basis
  • Work collaboratively with the Development + Operations + Partnership to co-create an annual strategy to shape value creation targets and go-to-market strategy
  • Do horizon scanning to map out the relevant grants available for application to support the projects
  • Assist with budget request and coordinating project delivery team as needed
  • Commercialize capabilities and solutions developed for internal use to external customers.
  • Work with business development team as pre-sales consultant to develop technical solutions for tenders as well as develop costings and pricing tender for commercialization.



R&T Project Management/Delivery & Grant Application
  • Develop, executive and maintain a framework for IHLs management and evaluation that promotes excellence in service delivery and continual improvement
  • Work and coordinate with IHLs, external and internal parties to secure external grants (e.g. from SSG, IHLs, NRF)
  • Work and coordinate with relevant ops and tech owners of the projects to effectively deliver project deliverables in accordance with accepted proposals, relevant work plans and budget
  • Successfully manage staff and IHLs to ensure effective and efficient project delivery
  • Effectively communicate with clients (internal and external) and other relevant stakeholders throughout project delivery
  • Design and implement an evaluation process to gather feedback and assess efficiency and effectiveness of our programs and services
  • Provide regular and timely updates on R&T projects delivery to senior management.
  • Perform secretariat role for bi-lateral meetings (Working Committee, Steering Committee) between external parties (IHLs, research entities) and SMRT
  • Promote synergies in technology development efforts across the SMRT Business Units, ranging from enhancing operational/engineering capabilities to investing in new areas of growth or inventions, e.g., generating intellectual property to enhance the organisation\xe2\x80\x99s competitive edge.
  • Work with project teams to apply for patents for selected solutions/products, where applicable.



Qualifications & Work Experience


  • Degree in Engineering, Business or related fields. Post graduate engineering or business degree or chartered/professional engineer will be an advantage.
  • At least 15 years of relevant experience in operations/maintenance/project management/business development.
  • At least 10 years of direct involvement with developmental projects with external partners.

  • Excellent people skills, with experience collaborating in a multi-disciplinary, diverse and dynamic teams
