Who we are:

GovTech\'s Data Science and Artificial Intelligence (DSAI) division uses technology and data to help deliver high-quality digital services to citizens and businesses in Singapore. We build software products for government agencies to better understand and use their data to improve operations and decision making.

• Rapid Prototyping - Instead of spending too much time debating ideas we prefer testing them. This identifies potential problems quickly, and more importantly, conveys what is possible to others easily.

What you will be working on:

We are seeking a Lead Product Manager to join our Artificial Intelligence Platforms team. You will be leading two product teams that develop whole-of-government artificial intelligence products in the area of natural language understanding (text and speech). Product managers help to make sure that the right things get done. At a high level, this means establishing a clear vision for what a product should be and what is needed to get there. On a day-to-day basis, this means handling all the different facets of a product and making sure they are coordinated. At the core, this means building a foundation of knowledge across user needs, technical constraints, and design goals so you can act as a bridge across all of them.

1) Making good product decisions and managing the product development

Define the product vision and mission and obtain key stakeholder buy-in

Work out the product pricing and promotion strategies with business partners

Define the product go-to-market strategy and work with relevant partners to execute the plan,

Manage the product budget through expenditure monitoring, cashflow management and securing of funding

Work with and manage key stakeholders, including partner agencies, vendors, industry and research partners etc.

Provide support to the agencies for things like vendor evaluation and feasibility studies

Develop the workplan and release plan with the product team

Provide sufficient resources for product development including procurement of software, hardware, ICT professional services

Manage the movement of product team members

2) Designing the products with the product teams

Be responsible for the product roadmap and key product features

Lead the team to reach a balanced and considered position on what the product should be

Formulate strong proposals by evaluating the pros and cons of different solutions, and provide compelling justifications for them.

Consider how the AI services could be delivered for different market segments and prioritise certain developments.

Design the product features with the users, UX designers, and the product teams

Work with designers to create intuitive user experiences

3) Understanding users better than anyone else

Conduct user studies to understand their needs and problems

Analyse data to uncover usage patterns that can inform product decisions

Research the industry to understand existing solutions

4) Working closely with the engineering team

Translate the product strategy into technical, detailed, actionable plans for business and engineering teams

Understand the developers\xe2\x80\x99 needs, and explore emerging tools and techniques that can meet their needs

Provide L1 support to customers on behalf of the engineering team

5) Communicating across stakeholders

Coordinate efforts across multiple functions including marketing, legal and finance

Identify and get the support of key stakeholders, including government agencies, industry partners and the broader tech community

Maintain a wide network with key user agencies and central government product teams to seek opportunities for product collaborations

Conduct public-speaking engagements to raise awareness of the product and gain more users

Explain technical considerations to non-technical audiences

Write budget papers and request documents to seek resources for the product\'s development (procurement of software, hardware, ICT professional services etc.)

6) Keeping things organised

Run efficient meetings to keep stakeholders and product team members updated

Prioritise, plan, and track what needs to be done

Document key information and decisions about the product

Be responsible for securing funding, and monitoring expenses

What we are looking for:
The customers for our products are normally agency users, which means that prior public service experience will help. A disciplined approach and strong problem-solving instincts are fundamental to succeed. Your aptitude for completing the tasks and attitude to continuous learning are more valued than any formal certification. We look for product managers who:

• Have at least 8 years of ICT product management or project management experience, in data science and/or the public sector, preferably with experience leading product teams.
• Have excellent analytical, conceptualisation and problem-solving skills
• Possess technical competency and ability to balance technical constraints, design goals and user needs to achieve good delivery outcomes
• Have solid communication and stakeholder management skills
• Adaptable to dynamic operating contexts and able to work with multiple stakeholders across different teams.
• Strong people manager who can inspire, motivate, and grow the team and has strong organisation skills. Effective in setting and managing individual and team KPIs.
• Good at multitasking, comfortable with context switching and productive under pressure
• Take initiative to make things happen
• Want to work for the public good

Preferred Requirements

• Ideally past practitioner of agile software development, including experience in some of the relevant areas such as CI/CD, Devops, Microservice, TDD/BDD
• Have experience in using data science and machine learning to solve problems
• Have experience writing code and working in software development
• Have awareness and experience on one or more cloud service offerings
• Have good design sense
