The East Asia and Pacific Region (EAP) and the EAP Regional Infrastructure Department (IEADR)

Despite this progress, the region still faces huge development challenges. A large portion of the region\'s population remains vulnerable to income shocks, including from a global economic slowdown, changing global and regional value-chains, and climate-related risks.

EAP was the first region to be hit by the COVID-19 pandemic which has provoked both an unprecedented health crisis and a severe economic shock in the region. Poverty in the region is expected to rise for the first time in over 4 decades.

The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and related climate action and private capital mobilization space for the EAP Region. The department has a transport and energy lending portfolio of approximately $10 billion - and a diverse program of analytic and advisory work. The principal themes underlying the infrastructure department\'s lending and advisory engagements include: access to modern energy services and all-weather road and transport services; transitioning to a clean energy mix away from coal, and green transportation systems; building climate resilient energy and transportation infrastructure; integrated urban mobility planning and solutions; financial restructuring and debt-management at the infrastructure sector and economy-level; regional infrastructure network connectivity, integration and trade; and energy connectivity; and reform of state-owned enterprises and delivering efficient private finance solutions.

Duties and Responsibilities

Being the Leader in shaping, formulating and deepen the overall Transport sector policy dialogue in East Asia and Pacific and the Bank\'s strategic focus therein, based in Singapore. He/she will lead complex operations particularly on regional interconnectivity, coordinate flagship ASAs, and ensure that lending operations and ASA activities led by staff are well coordinated and undertaken in a timely manner. Specific duties and responsibilities shall include:

  • Lead business development and support/lead resulting operations which are part of the Bank\'s regional transport program with a distinct focus on priority areas of Climate Change, Decarbonization Transport and Resilience/Adaptation.
  • Develop Innovative and Carbon Credit/Financing approaches and opportunities for Decarbonization and Adaptation in EAP Transport and effectively use the Singapore financial ecosystem for this purpose.
  • Lead a regional flagship ASA in Decarbonization Transport in EAP.
  • Lead flagship work in policy dialogue, lending, supervision, and ASA including being the Task Team Leader for individual complex projects while also maintaining sufficient knowledge of individual operations and activities not managed by him/her to be able to identify and help resolve project-specific or systemic issues.
  • Provide guidance and mentoring to junior TTLs and staff working on the EAP transport program.
  • Advise colleagues and clients on global best practices in the transport sector and keep abreast of country sector issues as well as contribute to global transport knowledge by introducing success and lessons learned in EAP transport sector, particularly those from EAP that may have relevance to other clients.
  • Lead the coordination with development partners at the country level and contributing to the coordination and discussion at the regional level, particularly on regional interconnection programs
  • Contribute to developing and/or revising the regional transport strategy, ensuring alignment with country programs as part of Systematic Country Diagnostics, Country Partnership Frameworks, and the Regional Partnership Framework for East Asia and Pacific Countries.
  • Engage with, advise, and provide guidance to clients in designing and advancing sector policy and institutional reforms and capacity building programs, seeking to develop capacity in the implementing entities to plan, develop, and manage transport projects under their jurisdiction, with increased attention to issues such as logistics, climate finance, decarbonization, and resilience.
  • Contribute to the policy dialogue under the guidance of the Practice Manager and the CMU, with external partners/development partners in the countries and region.
  • Participate in cross-sectoral teams responsible for preparation of policy notes, Systematic Country Diagnostics and Country Partnership Frameworks, public expenditures reviews, sectoral studies, and research and policy development activities on the topics/sections pertaining to the transport, urban development, trade and competitiveness, and agriculture sectors.
  • Support the World Bank-wide professional community of staff engaged in the transport practice by participating in a selected number of thematic technical groups (Global Solutions Groups or Communities of Practice) and drafting of technical notes and supporting cutting-edge work in collaboration with other global practices to enhance knowledge creation and dissemination and expanding the existing knowledge base.
  • Stay abreast of recent developments in the transport sector world-wide, and on cross-cutting issues, in relation to the topics of specialization for this position; identifying knowledge gaps and disseminating relevant knowledge to clients; and
  • Represent the World Bank at public events relevant to the sector.
Selection Criteria
  • Master\'s degree or PhD in relevant field/discipline and substantial professional experience (typically the successful candidate will have about 12 to 15 years of experience in positions of increasing complexity and responsibility).
  • Experience in at least two regions or a combination of regional and corporate assignments.
  • Demonstrated skills in integrating multi-sectoral inputs into a package of solutions to achieve development results.
  • In-depth knowledge of WBG financing operations as well as analytical and advisory services, including work programming, budgeting, task management, and strong familiarity with WBG instruments.
  • Proven experience in managing/supporting DPL operations as well as innovative ASA which has impacted policy dialogue and reform paths.
  • Demonstrated ability to lead discussions at the highest policy levels in one or more areas of infrastructure practice group engagement.
  • Ability to communicate with senior authorities on complex policy issues.
  • Demonstrated capacity to understand the political economy and local context.
  • Demonstrated client orientation through identifying and evaluating emerging opportunities aligned with WBG strategy, and challenging others to remove barriers and to deliver beyond client expectations.
  • Demonstrated achievement of results - through building a culture that consistently delivers high-quality products and services to clients and through engaging others in implementing strategies that have long-term impact.
  • Demonstrated leadership in teamwork and inclusion to support collaboration and working across boundaries, and ensuring diverse talent and capability is mobilized across Global Practices.
  • Proven ability to work across practice and disciplinary boundaries as well as with multiple stakeholders to build collaborative alliances for results.
  • Excellent inter-personal skills, ability to constructively solve conflict situations and proven ability to lead from behind.
  • Demonstrated clear and concise oral and written communication skills.
