What the role is:
The job holder will be a key member of the Governance and Control team and will be involved in the Governance & Control of existing and operationalisation of new ICT projects to support the various HTDs. The Job Holder will work with Home Team Department representatives, Central Procurement Office, and other stakeholders to manage projects, monitor and measure the performance of the projects, as well as to operationalise new processes when necessary.
What you will be working on:
The responsibilities include: Propose and update relevant governance and control processes for the management of projects Review and conduct assessments on project compliance and control Propose and facilitate transition of projects from implementation team to operations team Propose and update relevant baselines, and to collect/analyse the necessary data to determine the effectiveness and performance of projects Propose suitable enhancements, variations, and updates to contract(s) for alignment with the HTX's strategic outsourcing objectives Proactively identify trends/patterns in ICT Infra utilisation, identify project risks, analyse any gaps in supplier performance, and propose suitable improvements/solutions Oversee the timely execution of all supplier obligations set out in the contract(s) (e.g. Internal Quality Audits, Customer Satisfaction Surveys, Performance and Utilisation reports) Ensure that contractual instruments (e.g. Work Orders and Service Requests) are raised in accordance to relevant policies, guidelines, and processes Operationalise new demand aggregation or strategic contracts when needed Provide administrative support (where required) and other ad-hoc activities/ tasks as assigned
What we are looking for:
Job Requirements: Tertiary qualification in IT, Engineering, or equivalent 5-10 years of relevant experience in ICT services contract/project delivery, vendor management (equipped with technical credentials) A good grasp of IT industry best practices and processes, and keeps abreast of advances in technology and best practices Strong technical skills in project, contract, and vendor management Government Home Team Ops knowledge and good understanding of their systems and networks are preferred. Ability to work with stakeholders at all levels Strong and effective communication skills (both oral and written), presentation, negotiation Strong project management skills (e.g. negotiation, contact management) Proficiency with Microsoft tools, such as Word, Excel, PowerPoint, Power Apps, Power BI, UiPath and Python. Able to multi-task and manage various projects simultaneously We are looking for a responsible individual with creative problem-solving skills, who is self-motivated, pro-active, and have a willing to learn attitude! All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
