[What the role is]

MANAGER, LEARNING DEVELOPMENT, SINGAPORE RAIL ACADEMY

[What you will be working on]

The Manager, Learning Development role is part of the Programmes and Schemes team within SGRA established to strengthen and deepen railway engineering, operations and maintenance competencies for the local rail sector.
You will play a key role in the design of curriculum, development of instructional content and delivery of customized learning programmes, to uplift the capabilities of the Singapore railway workforce, in support of the Skills Framework for Public Transport.
Key responsibilities:

  • Work with operators, suppliers, contractors, industry partners, LTA user divisions etc. to develop content for technical training for re-skilling and up-skilling the rail workforce
  • Keep abreast of railway engineering standards and technologies, including operations & maintenance requirements
  • Foster and maintain good relationships with relevant Subject Matter Experts (SMEs) from the rail industry (both locally and globally), including sourcing for railway experts to deliver talks, seminars and training programmes
  • Enhance pedagogy and delivery through the use of technology in learning, for example Virtual and Augmented Reality, e-Learning, game-based learning
  • Provide business development and consultancy services as and when needed

[What we are looking for]

  • Tertiary qualification in Engineering with at least 7 years of working experience in railway engineering, operations and maintenance.
  • Candidate should also demonstrate anchored knowledge and experience in one or more railway domains such as Signalling & Communications, Rolling Stock, and Power Supply etc. Knowledge in Systems Engineering and Asset Management would be an added advantage.
  • Well-grounded in the theory and practice of Training & Development, such as familiarity with WSQ and Skills Framework (SFw), implementing competency frameworks (engineering competencies), instructional design, evaluation and assessment.
  • ACTA certification, experience working in a Training & Development environment will be advantageous
  • Able to customize and deliver training to various levels of participants
  • Able to develop and deliver business proposals
  • Excellent analytical, writing and communication skills, ability to develop new plans and initiatives, including the use of technology in learningels of participants
