Manager, BPLRT Maintenance Signal Comm Power Rail








Job Purpose

The Manager is to provide leadership and management to his team. The team (comprising engineers, assistant engineers and technical officers) is responsible for the operations and maintenance of signalling and communication systems and power rail system. He will be required to coach and guide the team in defect troubleshooting, failure analysis and reliability trending; ensuring that each system and sub-system is performing within the defined reliability targets and are available for revenue service. He will also have to collaborate with other internal and external stakeholders on engineering and maintenance efforts and ensure high system reliability and availability.



Responsibilities

1. Meet system availability as per requirements.
2. Ensure compliance to quality procedures, workplace safety and health requirements, security regulations and safety requirements.
3. Responsible for the safety of staff under his charge. To identify, report/resolve any safety issues at the workplace.
4. Responsible for cybersecurity management.
5. Planning and prudent use of budget.
6. Effectively lead his team to work effectively to investigate defects and failures. They are to develop methods, propose modifications and improve maintenance strategies to rectify them.
7. Lead his team in analyzing and trending condition monitoring and defect data to identify reliability concerns. They are to develop methods, propose modifications and improve maintenance strategies to overcome them.
8. Vet and review technical work instructions for preventive and corrective maintenance activities.
9. Review and update System Hazard Log and Risk Register.
10. Identify and implement cost effective technologies to enhance system performance.
11. Support in LTA and SMRT projects, in reviewing project design specifications and ensure their adequacy for the safety, reliability, maintainability and operability. To provide other support and resources to the projects, as required.
12. Responsible for his team\xe2\x80\x99s technical competency, welfare, learning and development. He is to coach, nurture and develop his team in engineering and management skills.
13. Responsible for the effective knowledge management of the systems under his charge.
14. Undertake productivity improvement, cost reduction and innovations through Kaizen.
15. Undertake any other tasks or functions that are incidental or ancillary to the performance of the works, as assigned by supervisor. Examples include
a. Perform admin functions
b. Respond to operations emergencies
c. Support the execution of projects; including verifying contractor\xe2\x80\x99s work completion, providing manpower to support project testing & commissioning, attendance to contractors, etc
d. Preparation of reports


Qualifications & Work Experience

Degree in Mechanical / Electrical / Electronics Engineering from a recognised institution, with at least 5 years\xe2\x80\x99 working experience in managerial positions in a maintenance organisation.
Previous Railway System experience would be advantageous.


Skills

1. Strong leadership and interpersonal skills. Comfortable to work hands-on in a maintenance workshops environment alongside other Engineers, Assistant Engineers and Technical Officers. Must also be able to work in different shift timings, when required.
2. Adept with diagnostics and reliability engineering methods such as FMECA, Fault Tree analysis, Weibull analysis and Damage Tolerance Analysis, etc.
3. Strong analytical and decision-making abilities.
4. Effective organizational and planning skills
5. Fluent in written and oral communication skills in English.
