Job Description


The NUHS Regional Health System Office (RHSO) is part of the National University Health System (NUHS), a leading academic health system and one of three public healthcare clusters in Singapore. Leveraging its position within an academic health system and drawing on the system\'s research and education capabilities, RHSO strives to build a healthy and engaged population in the west, empowered to live and age well in their homes and within the community.

Through a multi-pronged approach, RHSO brings together NUHS institutions, as well as community health and social care partners to develop and implement initiatives to improve health and anchor care in the community. RHSO also facilitates the integration and transition of care between the hospital and community, as well as the development of new capabilities to deliver care in the most appropriate setting.

As RHSO is a new business entity which are expanding rapidly, our focus is recruitment and retention. The HR manager main responsibilities is to provide support to the Business Leaders on workforce building and retention and guidance on staff development support the Head of HR in the day to day running of HR activities.

Responsibilities:

  • Ensure that there is a constant flow of application from the approved source as well as new sources.
  • Ensure competitive salary proposal to secure the candidate and successful on-boarding.
  • Timely and accuracy of intercompany invoice such as agency fees and manpower costing and charging.
  • Work with the HOD to identify business challenges and discuss with the HR Team to view possible solutions to support the HOD.
  • Annual manpower and budgeting exercise.
  • Monthly headcount and attrition reporting.
  • Quarterly manpower reporting.
  • Conduct staff orientation.
  • Total performance management cycle, increment and bonus payout.
  • Participate in ad-hoc project such as new budget system rollout.
  • Participate in outreach events relevant and support the business growth.
  • Support the Head of HR in the preparation of materials for HOD meetings and submissions to both internal and external stakeholders.
  • Provide guidance to the team to deliver accurate and timely answers to staff queries pertaining to employment terms and conditions.
Attributes:
  • A good degree, preferably in human resource or business-related field.
  • Excellent interpersonal and communications skills.
  • Ability to multi-task in a fast-changing environment.
  • Excellent knowledge of MS Excel, MS PowerPoint tools for data analysis, building manpower charts, etc.
  • Good numerical sense, meticulous and a strong problem-solver.
  • Strongly HR practices with high familiarity with local employment laws.
  • Able to write and communicate at proficient level with staff and senior management.
  • Highly numerate and IT proficient are an advantage.
  • Passion about development of people.
  • Quick learners with the ability to pick up business acumen.
  • At least 6-8 years of relevant HR working experience. Experience in the healthcare sector, while not a pre-requisite, will be an added advantage.
