What the role is
About Outward Bound Singapore - a division of National Youth Council (NYC) Outward Bound Singapore (OBS) is a member of Outward Bound International - a global network of Outward Bound schools operating in 35 countries. You will be part of the Transformation Team at OBS, driving key transformational changes in OBS. You will report directly to Deputy Director of Partnership & Transformation Strategy and work closely with Coney Implementation Office.
What you will be working on
As the Manager/ Senior Manager, Business Process Analysis, you will assist in the planning, implementation and review of end-to-end data architecture for OBS. You will have opportunities to conduct interviews with stakeholders on business process performance monitoring, reporting, improvement analysis and recommend process improvements and facilitate alignment to future strategic direction of OBS. You will also be involved in conducting user acceptance test and user training on data matters. As such, you should have broad experience working with cross-functional and cross-divisional teams to support multiple data projects. If you have 5 to 8 years of relevant experience, you can be appointed as Senior Manager. You will develop and implement strategies, roadmaps and plans for a cohesive organisational data architecture in OBS, while ensuring compliance with data related to GovTech and other organisational data policies. You will assist / advise on infrastructure services and other backend operational components to support application system environment, including data centre hosting, system architecture and resource planning. When reviewing existing processes and systems, you will adopt tools such as lean techniques and root-cause analysis to conduct current-state process analysis. Thereafter, you will propose and design processes and controls that are in line with organisational growth, policies, and Government data compliance. You will also develop metrics to monitor organisation’s data maturity level and measure performance against process requirements. To improve data accuracy, efficiency and effectiveness, you will assist/ carry out research, analyse internal and/or external industry trends and other benchmarks to improve data accuracy, efficiency, and effectiveness. You will also work with Human Resource & Organisation Development (HROD) team and OBS Learning and Development (L&D) team to build staff capabilities in data science. As part of OBS Transformation Team, you will also partner with NYC Transformation Office, and other Government agencies like GovTech, Smart Nation and Digital Govt Office (SNDGO) to develop and improve on existing data control and processes.
What we are looking for
• Knowledge and experience in Business IT, Business Analytics, or related fields • Bachelor’s Degree in Business or the equivalent with at least 2 to 3 years’ experience in Business Process/ Process Improvement as a Manager and 4 to 5 years’ experience in Business Process/Process Improvement as a Senior Manager • Possess knowledge in lean techniques, relational-database, process modelling software and government-related data requirements • Familiar with data visualisation and analysis • Excellent analytical skills and problem-solving skills, resourceful, and willing to think laterally and out of the box • Organized, detail-orientated and able to work independently • Good verbal communication and presentation skills • Results-oriented self-starter who can work in teams • Ability to organise, facilitate and conclude cross-unit discussions • Able to be based at any of OBS' campuses / sites and travel between sites (e.g. Pulau Ubin, East Coast Campus, Punggol Reception & Activity Centre, Changi Campsite, and OBS@Coney in the future)
