We are looking for a dynamic and forward looking individual with strong communication, analytical and stakeholder engagement skills to join our team! In this role, you will play a crucial part in shaping and driving the data transformation of the organisation and act as the link between business and data, ensuring that our data strategy and processes align with strategic goals and contribute to the overall success of the organization.

Health Promotion Board (HPB) Chief Data Officer\xe2\x80\x99s Office:

HPB is currently working towards a 5-year Precision Public Health (PPH) strategy to deliver more personalised and engaging lifestyle programmes to sustain holistic health habits at a population level. With this aim in mind, the Chief Data Officer\xe2\x80\x99s Office (CDOO), which consist of Planning and Integration (P&I), Data Governance & Compliance (DGC), Data Engineering & Architecture (DEA), and Data Science and Analytics (DSA), has been set up to be at the forefront to help HPB make data-driven decisions. CDOO oversees the development and implementation of HPB\xe2\x80\x99s data strategy, ensuring alignment with organizational goals and maximizing impact of data on business decision making.

Planning and Integration Department:

The Planning and Integration (P&I) Department sits within the CDOO and is tasked to take a broader view across HPB\xe2\x80\x99s data functions to systemically identify needs and facilitate greater integration of data workstreams. The P&I team will be responsible for working across data functions and business teams to enable better alignment of data initiatives with broader organizational strategies; drive strategic data partnerships with external collaborators; and implement organisational change management to accelerate the delivery of the data strategy.

Job Responsibilities

You will be part of a high-functioning, forward-looking and problem-solving team, who will be charting the data transformation journey for HPB as part of the greater mandate to create a nation of healthy people.

You will be required to:

  • Work with the team to formulate, plan and translate the key pillars of the data strategy into actionable initiatives, and refine the implementation roadmap in line with shifts in organizational & business priorities
  • Collaborate closely with diverse stakeholders to understand business objectives and challenges; identify opportunities for data transformation and garner buy-ins to converge and accelerate data efforts.
  • Develop compelling data-driven narratives for impactful storytelling to both internal and external stakeholders.
  • Support the implementation of the data change management strategy:
  • Work with matrix teams to curate and develop learning showcases and success stories of data usage to demonstrate value and inspire innovation.
  • Develop clear and user-friendly communication materials of various modalities for data initiatives to promote understanding and uptake across the Board.
  • Design and facilitate effective internal channels for staff engagement and internal communications to increase knowledge, inspire change and drive a data-centric organisation. These could include both face-to-face and digital platforms.
  • Drive cross-functional projects both within the CDOO and across HPB; acting as the bridge to bring together data functions and business teams across HPB to enable better alignment of objectives and effective translation of requirements.
  • Identify, drive and manage data collaborations across public and private partners to bring in an expanded repertoire of data to support improved downstream business delivery.
  • Keep informed about industry trends and best practices, providing insights on how they can positively impact the organization\'s data strategy.
  • Lead the preparation of materials to update senior management periodically on the progress of the Data and Analytics Strategy, and corresponding initiatives in HPB and surface issues and challenges for collective deliberation and decision-making.
Qualifications and Requirements for the role
  • Relevant qualifications in Business Analytics, Business Management, Public Health, Social Sciences or related discipline
  • Preferably at least 5 years of working experience in data governance, strategy, analytics, change management or related field; with experience in aligning data strategies with business objectives. Experience and knowledge/ mastery in at least 1 programming language (e.g., R, Python) is a bonus.
  • Strong understanding of the importance of data in driving organizational success; detail-oriented with a strategic mindset, capable of identifying opportunities for process improvement.
  • Ability to work in a fast-paced matrix environment, comfortable navigating ambiguities and overseeing multiple projects concurrently and managing conflicting priorities.
  • Possess strong planning and organisational abilities, with capabilities to synthesise and assimilate information across different sources into a coherent narrative.
  • Strong interpersonal and excellent communication skills (both written and oral) with the ability to convey technical concepts and complex ideas simply and effectively to engage and influence business stakeholders.
  • Strong problem resolution and negotiation skills to manage and deliver complex projects involving diverse stakeholders.
  • Takes an interest in health promotion, digital health, and healthcare; with prior working experience in the public health/ clinical domain being a plus.
