What the role is:About the Organisation:The Singapore Food Agency (SFA) is committed to ensuring a secure and reliable supply of safe food for Singapore. Within the Science and Technology Division (S&T), the Digital Office (DGO) is tasked with designing, constructing, and updating SFA\'s digital capabilities and systems to facilitate efficient, effective, and resilient organizational processes.The selected candidate will be positioned within the System and Project Management Department under DGO. The role will encompass master planning, overseeing systems, projects, and initiatives that leverage technology and digital tools to elevate the national food safety ecosystem and drive SFA\'s transformation into a digitally empowered organization.This involves collaborating with SFA Divisions to identify emerging technology and digitalization needs and opportunities, defining projects/initiatives that utilize technology and digital tools to enhance the national food safety ecosystem, and formulating training plans to cultivate the necessary digital capabilities within DGO and SFA, thereby advancing SFA\'s digital transformation.About the Role:

• Prioritize and triage projects/initiatives within the Science and Technology roadmaps/masterplans for proof of concept and full-scale development.

• Collaborate with stakeholders to comprehend requirements, identify capability gaps, and delineate specific projects as assigned.

• Articulate design decisions and solutions to stakeholders, ensuring clear understanding, identifying improvement opportunities, and ensuring the delivery of the correct solution.

• Oversee end-to-end product development, encompassing IT infrastructure and application framework, and providing oversight throughout the developmental and operational phase.

• Implement all relevant IT architecture principles, standards, and guidelines across integration, application, infrastructure, and cybersecurity.

• Plan and oversee system maintenance to ensure system readiness, including annual operating budget allocation, system/product review, and maintenance.

• Offer guidance and support for troubleshooting, resolving system issues, and identifying enhancement opportunities.

• Lead and manage project teams, ensuring effective collaboration and communication, and driving project timelines and deliverables.

• Monitor and report on project progress, risks, and issues, and implement mitigation strategies as necessary.

• Foster a culture of continuous improvement, innovation, and best practices within the project management framework.

• Engage with external vendors and partners to evaluate and integrate third-party solutions, ensuring alignment with project objectives and standards.

Requirements and Skills

• Bachelor\'s Degree in Computer Science, Information Technology, or a related discipline
• Preferably with a minimum of 3 years\' experience in relevant roles
• Proven experience in delivering Systems Integration (SI) projects
• Demonstrated client-facing consulting skills and experience in relevant technologies within large programs
• Project experience in SaaS platform architecture and design, with a strong understanding of project developments and designs
• Proficiency in cloud computing technologies (e.g., Azure/AWS/GCP), with an advantage for past project implementation on government common technical services such as GCC, GDC, etc.
• Knowledge of applicable processes, methodologies, standards, products, and frameworks
• Strong communication and interpersonal skills, with the ability to work independently and as part of a team
• Inquisitive nature and a proponent of best practices and continuous learning.

The SFA will serve as the single point of contact for public feedback on food-related issues, and strengthen management of foodborne disease outbreaks to protect public health. The SFA will also facilitate more business-friendly regulations with oversight of all food safety policies and consolidation of food laboratory capabilities to deepen competencies in food diagnostics, and research and development in food safety.
