Job Description




The Financial Planning and Analysis (FP&A) & Controllership manager will support the overall reporting function for Departments under the Bukit Timah Campus (BTC) cluster. Job function includes preparing budget, forecast and long-term projections, management reporting to department heads and board members, identifying opportunities for process improvement and to provide financial inputs (e.g. financial simulation, accounting advisory) for stakeholders\' operational decision-making.

The primary responsibilities are:

Budget, Planning & Monitoring

  • Perform budgeting, forecast and long-term projections in order to:
  • Evaluate current and future fiscal conditions of the School/ Faculty/ Research Institutes, which would have an immediate
or long-term influence on the School\'s strategic goals
  • Improve decision-making in maintaining fiscal discipline
  • Monitor department\'s budgeted expenditure and ensure that it is in line with directives from the management
Fund planning
  • Plan and review resource allocation to support operating and capital budget requirements
  • Monitor overall cash flow and liquidity and respond to unbudgeted operating and capital budget expenditures requirements through resource re-allocation and/or investment fund redemption
  • To plan and propose investment and liquidation of funds
Financial and Management Reporting
  • Prepare management reports with the aim to inform stakeholders at different aspects of the business so as to help them make better-informed decisions
  • Liaise with NUS Office of Finance on the accounting and quarterly reporting of revenue, expenditures and balance sheet reports, as well as cash management
  • Key stakeholders for management reporting:
  • Finance Committee and Governing Board
  • Steering Committee
  • Meeting with the Dean
  • Department heads
  • Office of Finance (Central)
Business Partnering
  • Provide insightful financial data through periodic engagement sessions with department heads and their team with the aim to manage financial sustainability of the School
  • Achieve productivity gain through process reengineering with the objective to enhance stakeholders\' satisfaction
  • Implement finance-related operational best practices through the review and alignment of current processes to enhance efficiency across different departments, while working closely with NUS Office of Finance to manage organizational excellence initiatives successfully
Financial Governance, Financial Risk Management and Control
  • Drive risk management around financial processes, ensuring that the financial processes are well-controlled and efficient
  • Follow up on internal and external audits for appropriate remediation by different teams
Financial simulation
  • Perform financial modelling and data analytics on project basis and make recommendations where appropriate
  • Review assumptions and track progress to the financial scenarios
  • Review return on investments of spends in various channels for optimization at Management level.
Controllership
  • Liaise with funding agencies on the administration, accounting and reporting of various grants received for operating, capital and research purposes.
  • Liaise with NUS Office of Finance on the accounting and quarterly reporting of revenue, expenditures and balance sheet reports, as well as cash management, while gathering support from a wide range of sources.
  • Monitor grant disbursement, ensure funds are received in accordance with grant agreements.
  • Prepare WBS creation requests and review bi-annual dormant/TECO WBSes. Work with WBS owners to ensure proper and timely follow up in closing dormant WBSes.
Other Duties
  • Assist in any other accounting related functions and reporting requirements
  • To provide advice to internal customers or other divisions of the School/ Faculty/ Research Institutes on Finance related guidelines and policies including day-to-day execution of finance duties to ensure adherence and compliance with School-wide guidelines, policies and procedures
  • Liaison with other functional staff to put the finance and accounts in context
  • Presentation to the Management or stakeholders when required
  • Any other ad-hoc duties as assigned from time to time
Qualifications
  • Minimum 5 years of working experience, preferably with audit experience
  • Working experience with Institute of Higher Learning/education/government sectors is an advantage
  • Strong analytical skills with ability to set priorities, complete work with minimal supervision, and meet deadlines
  • Thrive in problem solving
  • Excellent writing and communication skills
  • Diplomatic in handling internal and external stakeholders
  • Proven track record in building strong relationships with colleagues and stakeholders at various level
  • Developed financial management/ accounting skills are essential
  • High level of proficiency in MS Excel, PowerPoint and Word
  • Good working knowledge of SAP is an added advantage
  • Experience in managing multiple priorities and stakeholders in a culturally diverse environment.
  • Meticulous with a strong analytical mind and ability to work under pressure to meet tight schedules
  • Track record of transforming, developing and managing a high-performing team
  • Excellent team player who demonstrates flexibility and embraces collaboration
