Job Description


What the role is:

Part of the team to plan and deploy HSA transformation initiatives, and organisational development / employee engagement interventions. The role covers strategising and implementing various programmes aimed at fostering an innovative, engaged and connected working community that bring sustainable positive change in HSA.

Support the governance and administration of research activities in HSA in accordance with the organisation\'s research policies and guidelines as well as the regulatory requirements under the Human Biomedical Research Act (HBRA).

On organisational development / employee engagement interventions, the officer will:

  • Conduct organisational diagnosis, analyse gaps, and design, develop and delivery people-practices at organisation and project level to drive the appropriate organisational culture and behaviors.
  • Develop and implement change management plans to ensure projects are well-supported and help staff adapt. This includes producing related contents and materials, and working with various stakeholders to execute initiatives.
  • Strategise and implement organisational development initiatives, which include staff dialogue sessions, employee wellness programme, transformation events, internal communication and corporate social responsibility efforts, across the organisation.
  • Be part of the in-house editorial and design team for the publication of the staff newsletter.
  • Perform secretarial duties at senior management meetings.
On governance and administration of research activities, the officer will:
  • Administer and manage in-house Research, Innovation and Transformation Grant (known as IRIS- (Ideation, Research and Inspiration Grant) processes.
  • Ensure HSA fulfils the necessary requirements of the HBRA, including appointment of Institutional Review Board (IRB) members, managing submissions to authorities, managing research policies and SOPs, and ensuring compliance to in-house HBR research guidelines.
  • Serve as a point of contact for ethics related matters, such as supporting in-house researchers on ethics related matters and procuring of IRB services.
  • Provide secretariat and administrative support for other relevant Research and Innovation matters, including secretariat support for the Research Advisory Committee and coordinating the completion of A*STAR annual RIE survey.
Job Requirements

Require someone who has a passion in building an innovative, engaged and high functioning workforce. The incumbent will need to:
  • Have at least 4 years working experience in facilitating and managing change initiatives within an organisation.
  • Working knowledge in organisational development, research/innovation administration, and facilitating employee engagement, transformation, and/or internal communication.
  • Prior working knowledge in HBRA, statistical/data analytics and experience in public sector would be advantageous.
  • Able to confidently engage with stakeholders at different levels, including senior management, to secure buy-in and align expectations.
  • Able to think analytically and critically, and work meticulously.
  • Have strong interpersonal skills and is resourceful and takes initiative.
  • Adept at delivering convincing presentations, and clear and succinct written communication.
  • Able to work independently, and as a team member in a fast-paced and ambiguous environment.
  • Proficient in MS Excel, Powerpoint and working knowledge in the use of publication applications like MS Publisher and Canva.
