Job Description


What the role is:The Enabling Division (EN) is the national focal point for policy issues concerning persons with disabilities. It formulates and reviews policies of MSF-funded programmes and schemes relating to persons with disabilities, and works with stakeholders across the public, people and private sectors to co-create and co-implement the recommendations of the Enabling Masterplan which guides Singapore towards becoming a more caring and inclusive society. EN also oversees and works closely with SG Enable, which is an agency set up by MSF that is dedicated to enable and support persons with disabilities as well as their caregivers. The Residential Care & Services (RCS) Branch oversees: Residential disability services such as Children Disability Homes (CDHs), Adult Disability Homes (ADHs), Adult Disability Hostels (ADHLs) and respite services in ADHs and CDHs. Community disability services such as Enabled Living Programme (ELP), Special Student Care Centres (SSCC) and Community Integration Support (CIS) Legislative development, policy development and implementation for residential services for persons with disabilities (PwDs) Development and implementation of the Disability Module in the new IT systemWhat you will be working on:

  • Lead the development, review, and implementation of key legislation and policies related to residential disability services Spearhead comprehensive reviews of the CDH model and develop appropriate care models Collaborate with stakeholders to develop and implement the new IT system for case management of PwDs Support the review of ADHs, Social Residential Homes Act (SRHA) implementation, and development of respite services Engage with various stakeholders to ensure alignment and coordination in policy implementation Conduct high-level analysis of emerging trends and their potential impact on the social service sector
What we are looking for:
  • At least 4-5 years of relevant working experience Experience in public policy and/or disability inclusion work would be an advantage Strong understanding of legislative processes and policy implementation Strong analytical and problem-solving skills Proactive, dynamic, and adaptable to new challenges Excellent stakeholder management and communication skills Strong project management and organisational skills
