Purpose and Scope
\xc2\xb7 Verification of billing quantity and preparation of monthly billing statement for customer approval & invoicing
\xc2\xb7 To front and resolve disputes with customers
Key Roles and Responsibilities
Be the focal point to coordinate between customer and internal stakeholders (Operations, maintenance, commercials etc) for custody transfer metering and technical issues related to utilities supply/return to and from customer. The major responsibilities are
\xc2\xb7 Liaise with customer to obtain consumption forecast, planned outages
\xc2\xb7 Ensure joint meter calibration exercise is done within the contractual calibration frequency and meters are accurate within the contractual accuracy limits.
\xc2\xb7 Coordinate to resolve technical issues at battery limit supply related to quality, quantity and reliability
\xc2\xb7 Verify and prepare monthly customer quantity for supplied and returned utilities ensuring the data integrity from measurement to final total. Ensure that quantity amount is in accordance to each customer\'s utilities consumption.
\xc2\xb7 Liaise with retail operation for consumption statement submission on time with all required approvals for their invoicing activities to the customer.
\xc2\xb7 Resolve any metering discrepancies by proposing solutions that are in line with service agreement/ Agreed operating procedure (AOP)
\xc2\xb7 Prepare and verify internal consumption statements of imported utilities (e.g Fuel Oil, PUB water etc ) to submit to finance.
\xc2\xb7 Prepare/update documented AOP for all customers by working closely with the customer and internal stakeholders to ensure it is in line with service contract with each customer and are up to date.
\xc2\xb7 Liaise with internal stakeholders (Operations, maintenance , commercial etc) on dispute resolution
\xc2\xb7 Keep track of working condition of billing meters by working closely with the operations and maintenance teams. Ensure all calibration, key correspondence records are stored in an organized fashion and readily available on demand.
\xc2\xb7 Coordinating between stakeholders for decommissioning works.
\xc2\xb7 Successful candidate can be appointed as part of the Company Emergency Response Team (CERT) (training will be provided)
Qualifications & Experience
\xc2\xb7 Diploma//Degree in Engineering or any other discipline related to process industry
\xc2\xb7 1~2 years for Degree holders or 3 - 5 yrs related working experience for Diploma holders
\xc2\xb7 Hands on Microsoft applications with proficiency in using Excel and power point applications
Skills/competencies & Preferred Characteristics
\xc2\xb7 Knowledgeable on custody metering and relevant international standards in a process or utility industry. Able to read the Plant P&I diagram.
\xc2\xb7 Pleasant personality, approachable and has good customer relation skills
\xc2\xb7 Ability to build rapport with external and internal stakeholders
\xc2\xb7 Strong in verbal and written communication
\xc2\xb7 Is a self driver & has strong initiative to work with team with analytical skill
\xc2\xb7 Good organizing & time management skills
