Job Description


Background:
Southeast Asia Regional Anti-Doping Organisation (SEARADO) office has been based in Singapore since 2011. The SEARADO provides leadership and guidance in the development of a comprehensive anti-doping programme in the SEA region. This programme is being established with the support of the World Anti-Doping Agency (WADA).
Regional Anti-Doping Organizations (RADOs) are regional entities designated by member countries to coordinate and manage delegated areas of their national anti-doping programmes, which may include the adoption and implementation of anti-doping rules, the planning and collection of Samples, the management of results, the
review of Therapeutic Use Exemptions, the conduct of hearings, the review of Education Plans from member countries for submission to WADA, and the conduct of Educational programmes at a regional level. The SEARADO has 11 member countries from South East Asia, with the board comprising of member country representatives
from each of these 11 countries.
The Operations Executive reports to the Director-General (SEARADO) supporting all. functional and strategic aspects of the SEARADO programme. The candidate is responsible for the administration of all aspects of the SEARADO office operations and activities.
Job Scope:
Out-of-Competition Testing:
To support member country National Anti-Doping Organisations (NADOs) in developing and implementing code compliant anti-doping rules and programmes. * Collate the Risk Assessment (RA) and Test Distribution Plan (TDP) of member countries using the Testing Grant to perform a basic review.

  • Liaise with member countries on the following: correction of RA and TDP; co-ordinating the logistics, administration for Out-Of-Competition Testing (OOCT).
  • Issue mission orders and co-ordinate with lead Doping Control Officers (DCOs) to carry out testing according to TDP and in compliance with International Standards for Testing and Investigations.
  • Co-ordinate with International Federations (IFs), International Testing Agency (ITA) and NADOs and other agencies when tests are requested.
  • Complete all post mission requirements, including entry of Doping Control Forms (DCFs) in Anti-Doping Administration & Management System (ADAMS), monitoring lab results, following up with DCOs, etc.
Capacity Building:
To assist NADOs develop and strengthen anti-doping expertise. * Assist in all administration and logistics aspects of organizing workshops, seminars, webinars, meetings including the creation of specific manuals etc.
  • Support Director-General (SEARADO) in assisting members on matters pertaining to code compliance, governance, etc.
Results Management (RM) & Administrative Support : * Assist in the administration aspects when there is a hearing that requires SEARADO's involvement.
  • Assist in the update of SEARADO website, Facebook and Instagram with latest news; maintenance of admin account.
  • Assist in other operational administrative matters as required by the Director-General.
Therapeutic Use Exemption (TUE): * Assist in the administrative aspects when there is a TUE application.
  • Assist in updating TUE members on cases, TUE updates, etc.
Education: * Assist in the collation of materials needed for education, creation of slides, documents etc and printing of brochures.
  • Assist in education sessions.
Procurement and Contract Management: * Assist in procurement matters involved in all SEARADO requirements and projects.
  • Assist in the procurement of laboratory services (including Athlete Passport Management Units (APMU)); website maintenance contract and hosting services; testing contracts, travel insurance contract, etc.
Financial Payment: * Assist in the collation of invoices and financial statements upon completion of projects for various funds. (Testing Grant, Asian Anti-Doping Foundation fund, UNESCO project fund, etc).
  • Assist in checking of invoices prior for payment (laboratory, website, testing grant payment to member countries).
Any other new projects or initiatives required by WADA to progress the Clean Sport movement in the SEA region.
Qualifications:
  • Bachelors Degree in the fields of Sport Science and Management, Health, Social Science and/or Business Administration or equivalent.
  • Experience in a relevant position and knowledge of the Southeast Asian Sport Community preferred; knowledge of doping control programmes will be an advantage. Fresh graduates are also welcomed to apply.
  • Excellent English verbal and written communication skills; other Southeast Asian languages will be an asset. The candidates written skills will be assessed based on a short situational write-up to be completed during the interview.
  • Organizational skills, attention to detail, project management skills, time management skills, ability to set and manage multiple priorities, ability to give presentations, ability to independently produce final products/value added results.
  • Proficient with standard computer software applications (Microsoft Office platform such as Word, Excel and Powerpoint), email communications and internet research. Proficiency in other program applications will be advantageous.
Working Hours:
Monday to Thursday: 9:00am 6.30pm; and Friday: 9:00am 6:00pm
The services are not required on Saturdays, Sundays and gazetted public holidays, except when required for events or operational needs.
