:Key ResponsibilitiesAdminister HSSE Standards, Procedure and Practices
Manage the compliance of HSSE rules and regulations of the Operations team including relevant HSSE management systems and building a robust safety culture
Lead operations in incident investigation and address root causes to prevent recurrence
Drive development and implementation of Standard Operating Procedure (SOP), Risk Assessment (RA) and other process safety requirements
Support the implementation of safety management system initiatives such as UAC reporting targets, MOC, PSSR etc
Manage Emergency Responses and Crises
Lead emergency response as the Site Main Commander (SMC)
Perform terminal operations and maintenance
Plan and prepare terminal infrastructure for cargo storage and transfer operations (product knowledge/ relevant field experience)
Coordinate equipment commissioning or decommissioning activities with M&R, HSSE, Engineering and CSD
Conduct routine monitoring of utilities consumption, waste disposal and slop management (regulatory compliance/ energy conservation/ environmental awareness)
Verify manning requirement and approve O/T arrangement in accordance to stipulated guideline
Perform General Administrative Tasks
Manage operational expenses, cost recovery, annual budget and quarterly estimates for the department
Respond to queries from internal and external stakeholders
Administer Staff and Organizational Development
Exercise leadership skill in coaching, safety culture, performance appraisal and succession planning
Coach staff to identify opportunities to improve efficiency of terminal operations
Ensure shift teams are trained and adequately staffed to ensure safe and efficient operations
Drive Operational Performance Management
Monitor and review operational performance, implement corrective actions to enhance workflow
Set targets, monitor and report operational performance and relevant KPIs to management
Requirements:
At least 12 years of relevant experience
Ability to engage in critical analysis
Strong Leadership skills
Ability to lead multiple team and make decision firmly
Proficient in knowledge of petroleum products
Ability to function well in stressful situations and take responsibility for decisions made
Experience in commissioning/decommissioning and project work will be advantageous
Relevant Qualification / Diploma or Degree in the related field of study would be preferred.
