A. Environment/Context: INEOS Phenol is the world\'s largest producer of phenol, acetone, cumene and AMS. They employ around 700 people across six sites, located at: Antwerp (Belgium), Gladbeck (Germany), Marl (Germany), Mobile, Alabama (USA), Pasadena, Texas (USA) and in the near future a newly acquired site on Jurong Island (Singapore). Efficient, integrated assets provide a competitive global manufacturing base to grow with its customers and to continue to meet their needs around the world. The new site in Singapore is currently owned by Mitsui Phenols Singapore Pte. Ltd., the shares of which are set to transfer to INEOS at the end of March 2023.
B. Purpose of the job: The Procurement Manager Phenol Asia is a critical role for the INEOS Phenol business and is responsible for ensuring competitive feedstock contracts and spot deals at all times, overseeing the Asian raw material market, the supply/demand planning of the Singapore asset and working hand in hand with business and operations. The role will moreover have full responsibility on all Phenol procurement activities in Singapore, including contracting services, Capex, MRO, Utilities, Catalyst, Energy and Logistics for the new Singapore site of INEOS Phenol. This role will mainly be focused on management of all feedstocks in particular Benzene, Propylene and Cumene, as well as the strategic direction of the Asia Procurement organisation. It will have a close collaboration with the other regions to optimise the global phenol business footprint. Key-Responsibilities:
main commercial contact for Benzene, Propylene and Cumene activities within the boundaries of the delegation of authorities
Negotiation and delivery of leading edge contracts and commercial terms for procurement, in particular the provision of all feedstocks
Working effectively and seamlessly with the other regions to optimise the global phenol business footprint
Lead the associated Procurement support team (5-6 direct reports)
Develop, propose to the decision makers, and implement global Procurement strategies in line with the strategic direction
Ensure development and implementation of procurement strategies within the team
Analyse global markets and provide associated reporting and recommendations to the global Procurement team
Maintain and control a robust Supply Chain to maximise value through robust spend control, Working Capital and risk management
Guarantee business continuity by following up demand and tracking supplier performance
Be an active part in INEOS wide networks to identify areas of consolidation, synergies and potential opportunities
C. ACCOUNTABILITIES: Accountability 1: General
To deliver the annual procurement targets, in particular guarantee of supply, total spend reduction and cash-out, and optimising working capital in coordination with the business and technical authorities
Accountability 2: Develop, implement and execute the procurement strategies for raw materials, energy, catalyst, utilities, capex, MRO and Logistics
Responsible for total procurement process
Responsibility for all contracts for the site and ensure these are properly reviewed, monitored and extended
Identify opportunities for Strategic sourcing
Accountability 3: Manage team in order to maintain an optimal functioning of the department
Manage the Site Procurement Teams and ensure performance .
Coach carefully and closely the team by periodical performance reviews
Accountability 4: Guarantee the sites supply
Guarantee the supply and logistics of all goods and services flows to assure business continuity
Find, lead & implement changes of contracts and products
Analyse and use markets to get the best value for the sites
Accountability 5: HSE Contractor Management
Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for change
Accountability 6: system & Compliance
increase procurement capabilities and efficiency, minimize manual transactions and drive the improvement of procurement image at the site
Ensure compliance to ISO certificates, financial audit and other statutory requirements
Accountability 7: Feedstock Supply Chain
prepare and discuss Budget and Strategy requirements
manage purchase plans and activities based on sales and production requirements (for Phenol and Cumene asset)
coordinate the supply chain
support daily operational planners
Accountability 8: Propylene, Benzene and Cumene lead contact
monitor and manage Supply/Demand balances
main contact into the Propylene, Benzene and Cumene markets

Accountability 9: Market Analysis
Analyse feedstock markets
Create and provide in depth analysis for the business and the market
Prepare weekly and monthly reports to the Global Procurement team
Management of internal and external contacts

Active involvement in contract negotiations
Make recommendations for contract settlements
Review contract wording
Accountability 11: Reporting
Create and implement advanced costs tools for the business
Continuous improvement of existing reporting and planning tools, approvals and PO processes.
D. Requirements Level of education & Experience in general
Degree education: Degree in a technical/chemical subject, complemented by business/procurement training and minimum 8 years relevant experience
Strong background in procurement and/or commercial, preferably in the chemical/petrochemical industry
Understanding of related products and their market characteristics: the candidate must have a thorough understanding and experience in the markets of Benzene, Propylene, Cumene, Phenol & Acetone markets.
