JOB OPPORTUNITY- (Urgent Hiring) Program Officer - based in NCR Philippines AIDS Healthcare Foundation (AHF) in the Philippines is now seeking applicants for the position of Program Officer. AHF is an international NGO based in Quezon City, registered with the Securities and Exchange Commission.Position summary:
The Program Officer coordinates and supports the AHF Philippines' country program by providing day-to-day administrative, technical and functional management of the program activities and sites and its implementing team/ staff. S/he develops and implements a scope of work and related operational policies and procedures, and provides operational planning and budgeting.Essential Duties & Responsibilities:

  • Programmatic Role
Assists the Country Program Manager to ensure and strengthen the strategic direction of the country program in line with AHF's mission; oversees program implementation and ensures achievement against targets; oversight/management of HIV testing outlets /sites, pre-ART/ART clinics both grant and non-grant sites supported by
AHF Philippines program as follows:
  • Works with all sites to coordinate the provision of testing, treatment, and care services to clients.
  • Provides technical support to all sites related to service deliveries, operations, and reporting.
  • Works directly with site staff to coordinate the provision of testing, treatment, and care services to clients.
  • Ensures smooth running of the HIV testing outlets and OI/ART sites.
  • Facilitates and coordinates delegation and participation in meetings as AHF representation at the site level.
  • Identifies training needs, develops training designs, and plans, and coordinates training activities in collaboration with the partners and key stakeholders, AHF trainers with regard to monitoring and evaluation, and other program-related areas.
  • Facilitate and conduct program implementation review, in coordination with M&E
  • Maintains productivity and ensures sites' compliance with standards.
  • Coordinates with each site to improve service delivery based on recommendations from data analysis
  • Build new partnerships, strengthen, maintains, and nurture relationships with existing partners
  • Assists with new site set-up
  • Assist in the development of sites/ partners plans
  • Encourages new opportunities for AHF Philippines country program growth and expansion
  • Troubleshoot any technical or programmatic issues as they arise
  • Together with the M&E Officer, prepare the country's monthly narrative progress report
  • Ensures adherence to the DOH Philippines' guidelines on HIV/AIDS prevention, testing and treatment, and care to the highest standards of medical practice, ethics, and professionalism at all times.
  • Assures sites provide quality care for all clients/patients.
  • Upon permission from CPM may represent on behalf of AHF to any event as required/ or as needed
  • Performs other relevant duties as assigned.
  • Advocacy and Marketing Roles
Coordination of AHF Philippines' advocacy and marketing activities in line with country objectives and global advocacy
& marketing priorities. S/he works collaboratively with key stakeholders in providing technical assistance to enlarge the impact of current testing and treatment programs and to make policy and regulation changes that benefit people living with/affected by HIV and AIDS. S/he takes lead in developing AHF country advocacy and marketing strategy andPage 1* of 3*plan in consultation with CPM and Asia Advocacy & Marketing Manager to make sure the organizational mission and best practices can be well received and resonated in the country and /among partners. _ Advocacy Roles _
  • Work with the CPM to prepare annual country advocacy and marketing plan and budget, with consideration of direct reflection of designed global, regional, and local advocacy and marketing goals, including campaigns and regular activities to support treatment & care, prevention & testing, brand-level communication, and key events.
  • Coordinates with all sites/partners to plan and implement site events and activities to ensure all are aligned with country objectives and implemented in a cost-effective manner and receive the best impact.
  • Coordinates and implements annual advocacy & marketing plans with different stakeholders including national development networks, key decision/policy-makers, relevant technical working groups, and media; and collaborates with those stakeholders to mobilize financial support for advocacy and marketing work.
  • Coordinates with all site partners to plan and implement site events and activities to ensure all are aligned with country objectives and implemented in a cost-effective manner and receive the best impact.
  • Organizes training and meetings related to advocacy & marketing and events in the country.
  • Maintains and develops effective partnerships with NGOs, CBOs, CSOs, AIDS control programs at different levels of governance, PLHIV groups, key stakeholders, and other relevant institutions.
  • Keeps abreast of situations and trends and encourages advocacy opportunities as appropriate
  • Draft/ write eBlast; document good practices of sites/ partners
  • May represent AHF at relevant meetings and conferences upon advice from the CPM
  • Identifies areas of research interest and leads the development of the research design, development of HIV policy, policy brief / writes policy reports and briefings as strategic direction.
  • Supports policy advocacy activities as directed by Asia and Global Advocacy teams
Marketing Roles
  • Assists in the development and roll-out of country marketing and PR/media communications.
  • Implements marketing strategies and monitors their implementation in line with the organization's priorities to promote public awareness/engagement, brand visibility, service referral, and behavioural change.
  • Manages AHF's media monitoring activities (print press clips, web, video, and radio, all media platforms)
  • Increase AHF brand awareness on all sites and on social media activities
  • Ensure proper use of AHF corporate identity in all marketing activities and materials
  • Designs and implements campaigns to expand AHF Philippines target audience reach, especially youth\MSM\Sex workers\HIV+ groups, with particular focus on condom promotion, rapid testing, immediate link to care, etc.
  • Liaises and monitors the work of the PR company on all marketing events, if and when PR services are sought.
  • Works with the CPM and M&E to develop effective prevention messaging for dissemination.
  • Liaises with Asia Bureau and Global Advocacy team in developing specific and general HIV/AIDS and related news stories, articles and opinion pieces to print, online and electronic news outlets.
  • Oversees AHF press conferences and media events and strengthens media relations through strategic media activations.
Participation in AHF Meetings/Committees:
  • Attendance to the meetings as assigned
Education and/or Experience:
  • Must be a Filipino national
  • Bachelor's degree in Public Health, Allied Health, Social Sciences or equivalents.
  • Minimum of 5 years of experience in a comparable position.
  • Knowledge of HIV/AIDS and working experience with most-at-risk populations preferred.
  • Proven ability to think and work creatively and with less supervision
  • Able to work well with other people from a variety of backgrounds and levels of experience
  • Establish and maintain effective relationships with partners and build buy-in to try new ideas

  • Proficiency with word processing, spreadsheets, and presentation software;
  • Proficiency with an internet search and electronic mail use; use of different social media platforms
  • Ability to effectively present information in both written and oral forms.
Language Skills:
  • Fluency in English required and another local language or dialect
  • Ability to read, analyzes, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from political groups, government agencies, private contributors, and the general public.
