We are seeking an experienced Project Manager to oversee and support critical
gas pipeline construction
projects. You will manage projects
end-to-end
--planning, coordination, execution, control, and successful close-out--ensuring alignment with company strategy, commitments, and goals. The role requires deep experience in pipeline works (especially
diversions and new transmission lines
) and proven ability to operate within the stringent requirements of
government-agency contracts
.
Key Responsibilities
Project Planning & Execution
Manage all phases of pipeline projects from inception to final close-out.
Develop and maintain detailed project plans, schedules, budgets, and resource allocations.
Lead pre-construction activities, including constructability reviews, value engineering, and risk-mitigation planning.
Direct and manage superintendents and subcontractors to deliver
safe, high-quality, on-schedule
work.
Contract Management
Serve as the primary point of contact for government clients (e.g.,
SP Group/SP PowerGas, HDB, LTA
).
Ensure strict adherence to all contract specifications, terms, and conditions.
Prepare, review, and manage project documentation, including permits-to-work (PTW), drawings, site plans, inspection records, and safety reports.
Conduct daily/weekly coordination meetings with subcontractors to review progress, address challenges, and align upcoming work; track performance against schedules and milestones.
Evaluate subcontractor claims, issue variation instructions, and certify payments.
Monitor budgets and manage cost variances.
Stakeholder & Public Liaison
Proactively manage communications with government officials, regulators, landowners, and the public.
Facilitate public meetings and address community concerns related to construction activities.
Coordinate with other utilities and agencies on
joint trench
and
right-of-way
interfaces.
Act as the main liaison with
SPPG's Earthworks Surveillance & Patrolling (ESP)
and
DPOM
for meetings, reviews, and inspections.
Quality Assurance & Safety
Lead risk assessments, method statements, and toolbox briefings.
Recommend innovative solutions to overcome underground-utility constraints.
Enforce workplace safety and risk-management procedures; conduct toolbox meetings.
Drive a
zero-LTI
target; ensure a full-time
RES
and
LCDW
are deployed on site.
Foster a strong
safety-first
culture aligned with SP Group's talent framework.
Requirements
Education & Experience:
Diploma/Degree in Construction Management, Civil, Mechanical, or Utility Engineering. Minimum 3-5 years' experience in project management (preferably in utilities pipeline projects).
Technical Skills:
Proficiency in project management tools and MS Office (Excel/Word). Familiarity with SP PowerGas/EMA project procedures and underground utility guidelines is an advantage.
Certification:
CSPM/WSH training (e.g., BCSS, Supervise Work in Confined Space) is an advantage. Certified RES/RE and WSH Supervisor; LCDW certification is an advantage.
Other Requirements:
Possession of a valid driving license. Strong organizational, communication, and multitasking skills. Excellent command of spoken and written English.
Preferred Skills & Attributes
Proficient in AutoCAD, BIM-360, and GIS utility mapping.
Strong stakeholder-management and negotiation skills.
Ability to lead multicultural site teams and drive continual improvement.
Reporting Line & Working Conditions
Reports to:
Operations Manager (Utilities)
Work base:
Island-wide worksites; primarily site-based with occasional night work during shutdowns.
