Responsibilities:
Manage the sourcing activity of the Project
Ensure Project needs are properly communicated to Sourcing community and challenge them: support Domains to get optimized functional requirements, challenges new gaps compared to tender commitments, incorporates Return on Experience and maximise re-use of proven solutions
Define and implement the Project Sourcing Strategy in full respect of QCD commitments: launch RFQ and negotiate with suppliers for the gaps, ensure proper supplier selection through Business Award process, ask for arbitration when relevant, supervise contracts execution of selected suppliers supported by Quality and Supply Chain, facilitate co-operation between Engineering and Sourcing, define co-development plan and Make or Buy strategy with Project team
Is owner of the QCD outsourced material scope committed at tender stage and reviewed at project first review: ensure continuity with tender commitments through transfer meetings reviews periodically the QCD outsourced material scope and prepare Sector Project Reviews with Work package Owners and Finance, manage risks and ambitions
Lead cost improvement plans: challenges Domains and project teams to generate cost optimization ideas, ensures actions are documented and saving calculated in a total cost of ownership base, ensure action plan is shared by project team and savings recognized by Finance (Sector Project Review), monitor the progress of actions decided and raise road blocks or risks, makes regular reporting
Ensure sourcing central strategy is applied, as well as processes: make sure that supplier selection is made in compliance with Commodity Sourcing strategy (panel, LCC objectives, dual sources...), ensure QCD performance of suppliers is properly reported and claim process is in place and efficient
In addition the candidate will coordinate with the local buyer for any local supplier consultation and selection and with the Sourcing community for the regional or global suppliers of Track Works, E&M and Depot Equipment commodities
Within his duty, he will mainly focus on developments of the supplier panel in the East Asia cluster for in collaboration with the different projects and the central teams leading the commodity strategy.
Build the regional knowledge and sourcing competence in her / his assigned platform in order to support and contribute in the creation of the commodity strategy, to improve the accuracy of our estimations during tender phase and to improve the robustness of our savings assumptions.
Enhance supplier performance in her / his assigned platform by implementing robust savings plans with suppliers and challenge technical solutions internally whenever is possible
Requirements:
Degree or MASTER in purchasing or equivalent (engineering, project management...)
Technical Knowledge / Experience
Interest in technical field
10 years of experience (Project, Sourcing, Engineering, Quality...)
