The Role
We are seeking a dedicated Proposal Executive/Engineer for a 6-month fixed-term role in Loyang Crescent, Singapore. You will manage and coordinate high-quality EPCI, T&I, Replacement, and Decommissioning proposals for the Oil & Gas and Renewables sector, focusing on floaters (FPSO, FSO, FLNG, FWT, CALM Buoys) and SURF. This role involves preparing competitive cost estimates, collaborating with cross-functional teams, ensuring compliance with client and internal standards, and improving proposal processes for efficiency.
Duties/Responsibilities
- Respond to market survey enquiries promptly and accurately
- Review client ITBs and generate relevant clarifications related to scope, technical requirements, and submission criteria
- Participate and contribute during Go/No-Go reviews
- Coordinate and prepare comprehensive tender submission documents in response to client ITBs and RFPs
- Identify and manage appropriate proposal templates (Technical, Commercial, Budgetary) for each submission
- Liaise with engineering and technical teams to assess feasibility of client requirements and confirm availability of equipment or vessels
- Source third-party equipment or services when required to meet client specifications
- Document and distribute Minutes of Meeting (MoM) for tender-related discussions with clients, vendors, and internal stakeholders
- Ensure proposal content remains current and relevant, including track records, eligibility criteria, organization charts, and appendices
- Prepare cost sheets and conduct pricing reviews with relevant stakeholders
- Recommend competitive pricing strategies based on market trends and competitor insights to the Proposal Manager
- Participate in EMT Gate Reviews to support bid qualification and strategy alignment
- Compile and validate all inputs for tender submissions, ensuring compliance with client/ITB requirements and timely upload to client portals
- Perform post-bid submission summaries to capture key outcomes and feedback
- Update the Lessons Learned Log after each bid to support continuous improvement
- Review actual project costs to identify pricing gaps and opportunities for future optimization
- Proactively follow up on submitted quotations to maintain client engagement and responsiveness
- Coordinate and respond to post-tender clarifications from clients
- Prepare and deliver project handover documentation using standardized forms
- Maintain and update White Book rates for personnel, third-party services, and vessels
- Build and maintain relationships with logistics providers and third-party vendors, including tracking service and equipment rates
Requirements
- Numerical & Analytical Skills: Strong ability to interpret data, analyze costs, and develop competitive pricing strategies
- Attention to Detail: High level of accuracy in preparing proposals and reviewing documentation
- Technical & Commercial Acumen: Sound understanding of the business, technical requirements, and commercial principles to support effective bid development and negotiation
- Proficiency in Tools: Skilled in Microsoft Office Suite (especially Excel) and Adobe software for document preparation and analysis
- Organizational Skills: Well-organized and efficient in managing multiple proposals, deadlines, and stakeholder inputs
- Communication Skills: Excellent verbal and written communication abilities for internal coordination and client engagement
- Interpersonal Skills: Ability to build and maintain strong relationships with clients, suppliers, and internal teams
- Initiative & Independence: A proactive self-starter who can work independently and collaboratively within a team
- Time Management: Capable of prioritizing tasks and managing competing deadlines in a fast-paced environment
