Your Role and Responsibilities

• Lead in defining/developing the controls, procedures (e.g. test strategies) and metrics (such as code coverage and security defect density) used during development and sustainment to ensure that the quality, security and compliance of the domain products meet the Authority\xe2\x80\x99s standards. Responsible for communicating and harmonising across project/product delivery teams on the adoption of these controls, procedures and metrics.
• Conduct independent quality assessment on the domain products, work with the project/product delivery teams to resolve any findings/risks to ensure that product quality, security and compliance requirements are met. Responsible to the Authority\xe2\x80\x99s Governance Board for product acceptance and deployment release (e.g. clearance of vulnerability assessment report).
• Conduct independent periodic compliance checks (based on applicable standards, policies and directives) on selected systems annually, after system go-live, to identify risks and compliance issues, and submit report detailing the list of findings and recommendations on follow-up actions. Track the rectification progress by the project/product delivery teams till closure.
• Drive continuous improvement effort to strengthen IT quality, security and compliance for the delivery of the domain products. Identify opportunities and suggest recommendations such as automation tools and methods to the Authority.

• Define quality control and assurance framework that encompasses governance structure, processes/procedures, tools and quality metrics in the end-to-end project lifecycle: lifecycle: planning, requirements, design (UX and architecture), code, build, integration, test, deployment, and operations.
• Define quality control and assurance framework that ensures security and compliance of domain products meet the established standards.
• Conduct quality assessment on domain products, and implement quality measures and controls based on the framework and assessment findings.
• Test Quality, Control and Framework

• Define test strategy, management and planning framework on the domain products to continuously improve product quality and standards conformance.
• Testing strategy and planning should cover functional and non-functional aspects of the products.
• Implement test quality measures and controls based on the framework.
• Define and implement test automation framework - governance, procedures, metrics and controls.
• Ensure quality in end-to-end project lifecycl
• Design quality gate

• Work with Architecture core team for Architectural quality review
• Work with Experience Lead for functional (UX/Product) design review
• Work with Security Lead for Security Design review
• Define the metrics for control and health monitoring purposes
• Development quality gate

• Work with Development Manager to establish code quality metrics (e.g., code coverage), measurement and control for Source Code Quality checks.
• Work with Security SME and Development Manager to establish application security and vulnerability metrics (e.g., security defect density), measurement and control for Security Vulnerability Scans.
• Ensure Security & Audit Compliance to the Authority\'s standards.
• Work with product team to continuously improve on development quality, such as squad velocity, impediments management, technical debt and productivity.
• Establish agile metrics, control measures and framework to improve the development team\'s \'shift left\' practice on DSO (DevSecOps) platform
• Work with Development Manager to establish Peer reviews practice

• Conduct domain product testing results validation
• Conduct SIT/UAT/Performance/Chaos/VAPT (Vulnerabilities Assesssment and Penetration Test) defect log review and develop continuous improvement plan and control measures.
• Conduct high severity defect review, root cause analysis and develop/execute continuous improvement plan and control measures.
• Deployment quality gate

• Conduct deployment health monitoring metrics (e.g., deployment schedule variance, impediments resolution rate) review.
• Develop and execute continuous improvement plan and control measures on deployment activities such as Production Readiness Assessment.
• Define quality metrics and control measures around release management, change control management and incident management.
• Define post go-live metrics (e.g., defect escape rate, NPS, application usage) to monitor the health of the application.

• 8-10 years of experience as a quality assurance lead, establishing and implementing quality management framework, controls and test quality
• 5 years of experience as a test lead establishing and executing test strategy, management and plan.
• Experience with quality assurance and management processes in end-to-end project lifecycle: planning, requirements, design, code, build, integration, test, deployment, and operations.
• Familiar with quality metrics such as UX Metrics, User Satisfaction score / NPS, Technical debt, Architecture conformance / exception, Architecture review cycles, Security Vulnerability issues, Code Quality percent score, Defect density, Defect detected / closed, Time from commit to deploy, Change fail rate, Mean time to resolution / recover, and Incident automation.
• Experience in implementing quality management in Agile delivery environment.
• Experience in implementing IT quality, security and compliance.
• Familiar with development in the DSO (DevSecOps) environment.
