Job Description


As a Quantity Surveyor, your primary role is to administer and manage various contracts within the project while overseeing crucial workflows, including variations and the EPC Contractor\'s claim process. You will provide valuable insights to the management team on contractual matters, progress payments, variation claims, and cost and time claims throughout the contract\'s lifecycle. Ensuring compliance with contractual requirements, including issuing necessary notices, is a key responsibility.

Job Responsibilities

  • Administer project contracts and manage workflows including variations and EPC Contractor\'s claim process.
  • Provide advice to management on contractual matters, progress payments, variation claims, and cost & time claims until contract completion.
  • Ensure issuance of all contractual notices in accordance with project contract requirements.
  • Review variation order requests and proposals, assessing associated variation costs.
  • Review and advise Project Manager/Director on cost impact for variations in project specifications.
  • Prepare final accounts for settlement with contractors.
  • Value completed works and analyze against existing budget.
  • Manage and monitor actual costs vs project budget.
  • Assist in preparing, negotiating, and administering pre and post-contracts.
  • Responsible for bill of quantity, measurement of quantity, and cost estimation.
  • Assess and prepare payment claims for client submission, and submit invoices post-certification of payment claims.
  • Assess and prepare payment responses to EPC contractor, subcontractors, and others to ensure SOP act compliance.
  • Prepare tender documentations, cost reports, and cost plans; administer tender process; evaluate tenders; and submit tender recommendation reports.
  • Perform any tasks or jobs assigned by management.
Job Requirements
  • Recognized Degree/Diploma in Quantity Surveying or Engineering (Civil, Mechanical, Electrical, or equivalent).
  • Minimum 10 years of relevant working experience in the construction industry, specifically in contract management, progress payment submissions/responses, and project claims.
  • Strong technical background with sound knowledge of pre and post-contract duties.
  • Good working knowledge of forms/conditions of contract.
  • Familiarity with standard forms of measurement, CEMS, SMM, or equivalent.
  • Preferred membership with SISV, RICS, or/and AIQS.
  • Ability to work independently and collaborate as a team player.
  • Proactive, multi-tasking, self-motivated, and capable of meeting tight deadlines.
  • Familiarity with tendering, project cost control, and strong problem-solving and organizing skills.
  • Willingness to work in Jurong Island.
