Bluemont Consulting is currently partnering with a reputable international payment company. This role is critical in maintaining its licences in the region whilst strategically assisting the business enter new markets within South East Asia. This role will also overlook key businesses such as Hong Kong and Singapore.
Assume the role of the accountable person in charge, serving as the Designated Compliance Officer and MLRO, ensuring the compliant, smooth, and practical operation of a licensed Major Payment Institution (MPI) based in Singapore.
Act as the central point of contact with the Monetary Authority of Singapore (MAS), handling matters such as inquiries, regulatory filings, audit inspections/reviews, and workshops.
Supervise the internal design and implementation of all new or challenging regulatory requirements, ensuring practical compliance solutions are implemented for the payment business.
Lead the compliance team in the Southeast Asia (SEA) region, overseeing the operations of local licenses and entities.
Stay up to date and analyze laws, regulations, and market practices related to the Group\'s payment services in SEA markets. Formulate relevant business compliance policies and procedures, including AML & CTF, sanctions compliance, compliance systems, and operational processes.
Participate in the design and review of new and existing payment products and services to ensure compliance requirements are met. This includes activities such as onboarding merchant clients/channel partners, conducting compliance risk assessments, ensuring services comply with contractual terms, and conducting periodic reviews such as transaction monitoring and screening.
Conduct internal compliance trainings to educate on laws, regulations, and compliance risks related to the SEA business.
Support ad-hoc tasks assigned by the Senior Management of the Group.
Job Requirements:
Bachelor\'s Degree or higher. CAMS, CPA, or relevant qualifications are preferred.
Minimum of 15 years of work experience, including at least 4 years as a Designated Compliance Officer of a MAS licensed entity. Experience in the Asia Pacific region or a multinational organization is desirable.
Familiarity with SEA payment regulatory standards, including successful acquisition of a payment license (e.g., MPI) and handling regulatory investigations/external RFIs.
Strong understanding of business models in the payment industry and knowledge of the cross-border payment landscape, including compliance risks, regulatory norms, and local/international market practices.
Ability to conduct independent research and form compliance opinions without relying solely on external sources.
Strong ability to anticipate the perspectives of regulators, external financial institutions, auditors, and clients. Capable of balancing business growth with compliance requirements.
Extensive experience in project management and coordinating cross-border teams, with excellent communication skills and a collaborative mindset.
Demonstrated skill in managing multicultural teams.
Fluent in spoken and written Mandarin and English.
Willingness to travel abroad for business trips, primarily within SEA and China.
