The Regional HSE Senior Director – CBRE Enterprise Accounts, is a key multi-functional role in developing operational solutions to delivering Health, Safety, Environmental and Quality excellence across the enterprise accounts, sectors, and countries. The development of policies, procedures and operational guidance that will be focused on incident prevention, risk management, and operational and regulatory compliance that enhances the reputation and service delivery of CBRE will be an expectation.

Responsibilities


HSE Strategy & Plan

  • An HSE industry leader, responsible for leading an APAC HSE team implementing HSE programs across multiple accounts, Sectors and countries.
  • Supporting the development of the Global HSE Strategy and Plan for the GWS Enterprise business.
  • Responsible for implementation of the Global and Regional HSE Strategy and Plan for the Enterprise business.
  • Leading the development and implementation of allocated Global HSE Projects for the Enterprise business.
  • Responsible for representing the APAC region for global HSE leadership councils and forums and ensuring APAC requirements are integrated into new and updated HSE programs.


HSE Programs and Risk Management

  • Responsible for driving the implementation of the risk management programs and ensuring that risk registers are developed and effectively managed across the countries and the Enterprise accounts.
  • Ensuring high risk works are managed and appropriate risk assessments and permit to work processes are in place for the Enterprise accounts.
  • Supporting Enterprise accounts with risk assessment training and where required, review of peer review of risk assessments and risk registers.
QHSE Management System & Processes
  • Responsible for ensuring the implementation of HSE policies, CBRE Global HSE Standards, procedures and management systems and programs which are in compliance with industry best practice and where appropriate, ISO or similar alternatives, making the systems/programs innovative and market leading.
  • Overseeing the development and implementation of the Country HSE plans and account playbooks. Ensuring information is current, complete and effectively implemented.
  • Responsible for ensuring a consistent approach in developing documentation in line with the requirements of ISO 14001, ISO 9001, and ISO 45001 across the enterprise accounts, following ethical guidelines and CBRE and client policies and standards.

HSE Incident Reporting & Investigation
  • Responsible for leading the reporting, recording, and investigation of HSE-related incidents/ events based on identifying root causes, reducing incident/ event exposures, and risk reduction to prevent similar incidents/ events from occurring.
  • Responsible for conducting peer review of significant incidents and working with Account/ Country and Sector HSE Leads to close out any corrective actions.

HSE Performance
  • Leading the monitoring of injury, illness, and incident-related performance across the Enterprise accounts.
  • Drive the reporting of unsafe acts and unsafe conditions across the Enterprise accounts via the CBRE Incident Reporting Systems.
    • Conducting trend analysis and developing and working with the Enterprise accounts to implement strategic solutions that will improve performance results.

HSE Regulatory Compliance
  • Monitoring HSE regulatory compliance across the Enterprise accounts and communicating all findings, concerns, and deficiencies to the relevant Sector HSE Director, Global and Regional Alliance Director and Enterprise Accounts Senior Managing Directors, Country and Regional Enterprise leadership.
  • Ensure HSE legislation is monitored and HSE legal compliance registers are maintained and communicated.
  • Ensure legislative changes are reflected in the QHSE Management System and local HSE procedures and communicated across the Enterprise accounts.
  • Leading the development and implementation of strategic solutions that will support management's efforts to improve and maintain compliance as required.
Audit & Inspection
  • Leading the HSE oversight and audit activities regionally across the Enterprise accounts and ensuring accurate reporting and closure of corrective actions.
  • Maintaining the APAC ISO Certification Program.
  • Consultation & Communication
  • Promoting safety consciousness among the Enterprise account teams and ensuring effective H&S consultative arrangements are in place.
  • Ensuring the effective communication of lessons learned and industry-related safety improvements to drive best-in-class HSE performance.
  • Developing effective working relationships within the account and establishing information and best practice sharing networks.
  • Developing effective working relationships with external stakeholders such as clients and regulators.

HSE Training Programs
  • Driving the implementation of HSE Training Plans and programs across the Enterprise accounts across the Asia Pacific region.
  • Driving the implementation of Global minimum HSE training requirements.
  • Monitoring, tracking, and reporting compliance to the HSE training program.
  • Leading the CBRE-certified Safety Champion Program for Enterprise accounts.

HSE Subject Matter Advice
  • Providing competent advice on HSE matters to enable the Enterprise accounts to comply with relevant legal and other requirements and effectively manage risk.
  • Maintaining continuous professional development and sharing insights with Enterprise accounts.
  • Developing HSE thought leadership and promoting CBRE HSE capability within the industry by presenting at industry and professional conferences and through obtaining external safety awards.
  • Supporting Sectors and Alliance Directors with HSE matters and local client issue resolution.
  • Supporting Business Growth
  • Supporting CBRE business growth by responding to HSE-related questions in RFPs, presenting and meeting potential and existing clients.
  • Assisting in identifying opportunities to reduce costs while enhancing the quality of services for the Enterprise accounts.
  • Identifying innovative solutions and programs for HSE-related issues; developing and presenting business cases to senior leadership for approval.

EDUCATION and EXPERIENCE
  • Educated to degree level, preferably in a technical subject, ideally in HSE/safety science/ safety engineering.
  • Recognized national professional qualification in health & safety management is preferred
  • Minimum of 10+ years of relevant experience
  • IOSH graduate member or highly desirable.
  • Lead audit experience is essential.
  • Demonstrated knowledge/ experience of federal, state, and local health and safety, and environmental regulations across the Asia Pacific region is essential.
  • Experience working in manufacturing, oil and gas, construction, and/or facility maintenance is preferred.
  • Significant experience operating at both managerial and operational levels across the Asia Pacific region.


CERTIFICATES and/or LICENSES

  • As required by the local authority (if required). Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), Occupational Health and Safety Technician (OHST), Fire Safety Management (FSM), Certified Lead Auditor - Preferred

  • Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable, and courteous service to customers.
  • Ability to effectively present information.
  • Ability to effectively negotiate, influence, and resolve conflict.


FINANCIAL KNOWLEDGE

  • Requires knowledge of financial terms and principles. Ability to manage and report against a budget.


PEOPLE MANAGEMENT

  • Requires experience leading and developing a large SME team.
