REGIONAL HUMANITARIAN OPERATIONS MANAGER, ASIA (BASED IN SINGAPORE)

The Opportunity

As a member of the Asia Regional Office Programme Operations team and Humanitarian function, the Humanitarian Operations Manager (HOM) (\xe2\x80\x9cpost\xe2\x80\x9d for this review) will support the Humanitarian Director, Asia (HD) in managing the regional Humanitarian Preparedness and Response work and contribute to the quality of humanitarian programming in Asia, in collaboration with the Regional Director and wider regional team.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly as well as to be deployable to humanitarian responses in Asia, where appropriate.

Key Responsibilities

Humanitarian Procedures and Representation:

  • Contribute to the refinement of Global and Regional Humanitarian policies, procedures and frameworks, in coordination with the Asia Humanitarian Community of Practice (CoP) and Humanitarian Technical Team
  • Lead on strategic humanitarian initiatives in Asia as determined by HD (e.g. Localization, and programming in the humanitarian \xe2\x80\x93 development nexus). Support HD with operationalizing strategic plans as designated.
  • ARO\xe2\x80\x99s Co-champion for Humanitarian Fund (HF) ensuring that all offices are aware of the application and disbursement process of the HF and reviewing applications with HD and designated TAs. Coordinate with Centre on improving HF rollout (reporting mechanisms, timely disbursements etc)
  • Liaise with and steward the CoP i.e. Humanitarian Focal Points on information sharing and mutual learning within the One Humanitarian Team vision and agenda. Ensure country office staff are kept up to date on relevant global / regional strategies and initiatives.
  • Conduct induction and required onboarding of new humanitarian and Senior Leadership Team staff in country offices and within ARO on behalf of the humanitarian function.
  • Represent the ARO humanitarian function in appropriate external fora and meetings with stakeholders (e.g. Regional Working Groups and consortia, academic institutions, governmental authorities, donor engagements) to further ARO\xe2\x80\x99s strategic objectives and seek avenues for collaboration.
Humanitarian Response:
  • Facilitate regional level SCI processes and mechanisms that support on time, high quality programming according to organizational strategy and in adherence to SCI humanitarian response benchmarks, operations procedures and best practices. This will take the form of organizing meetings and calls, recording actions, and following up with key stakeholders on agreements made.
  • Support the HD to backstop, monitor and support operational delivery of high quality responses (Category 1,2 emergencies, Prioritized Countries). Includes ensuring the development of info-comms materials, response strategies and the brokerage of Member support (funding, deployments and technical support). Ensure that key information management documents relevant to humanitarian responses, such as the HART, Operations Management Tools and the OneNet library are kept up to date.
  • Provide advisory support to Pacific and other member teams on preparedness and response. Oversee and support HOC\xe2\x80\x99s baclstopping for India, Philippines, Indonesia and other CAT 3-4 countries, supporting the Programme Operations as required.
  • Maintain oversight of CAT 1-2, Pooled Fund, and HF BvAs to track CO burn rates and identify processes for realignment on spending as needed.
  • Deploy to humanitarian responses where necessary and when adding value to the team surge capacity, including fragile/complex contexts that require Hostile Environment Awareness Training(HEAT)
Humanitarian Preparedness and Capacity Building:
  • Lead support to Country Offices on emergency preparedness plan (EPP) procedures and deliverables, information gathering and analysis and production of reports to show overall, regional and country specific capacities and gaps in coordination with HD and Ops Advisors
  • Support HD on tailored preparedness work with high risk countries to ensure they are prepared for major rapid onsets as well as chronic or complex emergencies. Maintain regular check-ins with Humanitarian Focal Points to identify priorities and gaps in their preparedness and associated capacity building.
  • Maintain an overview of SCI capacity building initiatives and workshops, simulations and trainings (e.g. EPP workshops, ERT) throughout the region and support the design and delivery of advisory deployments, operations consultancies, surveys and assessments
  • Lead horizon scanning and oversee Asia contributions to global quarterly risk list (hum risks) supporting COs on PREP platform. Particular attention given to evolving hazards in the region. Working with Ops advisors and COs to monitor EPP triggers. Produce analysis briefs as required by the HD in order to advocate for resourcing needs.
Humanitarian Technical Team Coordination:
  • Facilitate liaison, collaboration and coordination between the HTT and Regional Programme Operations, PQEI and other relevant regional functions and departments \xe2\x80\x93 awards, finance, supply chain, HR, security \xe2\x80\x93 to ascertain operational blockages and solutions.
  • Oversee the accurate planning and tracking of HTT secondment agreements in order to monitor the HTT budget and validation of cost recovery for HTT secondments
  • Review overarching learnings from secondment evaluations (particularly group-led trainings and workshops) to improve HTT\xe2\x80\x99s contributions remote training modalities. This will be done in collaboration with the Regional Hum Capacity Building Manager and HD.
Humanitarian Information Management:
  • Lead humanitarian info management (HART, OMT, Sharepoint files), and contribute to analysis to drive humanitarian agenda. Ensure effective reporting and information flows for humanitarian preparedness and response in Asia in line with SCI global policies and procedures.
  • Coordinate humanitarian information gathering and analysis for the Asia region working closely with COs, Centre and Members and the Context Analysis and Foresight Unit (CAFU) as necessary.
  • Identify existing gaps in humanitarian information management mechanisms and lead innovations that support greater understanding of and use of humanitarian information.
  • Work closely with the Advocacy Campaigns, Communications and Media (ACCM) and Program Quality Evidence and Impact (PQEI) functions to support initiatives to document lessons learnt, best practices and case studies to shape regional and in-country strategies and programme approaches that contribute to broader sector learning.
  • Oversee HOC\xe2\x80\x99s stewardship of HART submissions and coordinate with Centre as needed to improve the HART platform. Train new CO Hum FP and staff on HART procedures where needed.
