The Regional Recruitment Business Manager will be responsible for developing and providing the Talent Consultancy Services for our existing clients as well as for new emerging market opportunities. The Regional Manager will be leading and managing the Xcellink Talent Strategy as a high-performing consultancy business unit. This role will be a combination of Strategic Consultancy Management & client Value Creation (conceptualisation, building and marketing Xcellink's capabilities for the Talent Strategy as A Service Consultancy business), Team Management (leading and nurturing the Talent Strategy team capability) and hands on delivery (at Senior Management and executive levels). The incumbent will also manage, coach, and nurture the Talent Strategy Team to meet the revenue targets. He/she will inculcate a positive, innovative, and high performing culture that delivers consistent results.

Key Responsibilities

Business Strategy and Planning

  • Work with our Senior Leadership Team to develop a commercially viable portfolio of Talent Strategy services to serve our current clients as well as pursue new emerging market opportunities.
  • Identify and execute Xcellink's regional business development and market presence for the provision of Talent Strategy-as-a-Service in line with the Company's commercial objectives and budgets.
  • Build and deliver consistent growth of new regional business contracts and sustain strong relationships with key clientele stakeholders, leaders, and decision-makers in targeted market segments to generate profitable services revenue performance and address client satisfaction requirements.
Consultancy Management & Client Value Creation
  • Manage the Xcellink Talent Strategy as a business unit to provide market-relevant consultancy services such as delivery of timely talent market insights, effective talent acquisitions & resourcing programs.
  • Plan, build and refine the client consultancy capacity and capabilities of the Talent Strategy business unit which would include talent access development, talent sourcing & profiling, candidates recruitment management and talent acquisition strategies for meeting our business projects, and clients' contract performance requirements.
  • Lead Xcellink's Talent Strategy by providing advisory and implementation services to help our clients' business leaders sustain the success of their talent access and management strategies.
  • Conduct regular market landscape review to identify and evaluate the current professional skilled labour & industry trends and pursue opportunities that are relevant for the growth and business performance of the Xcellink Talent Strategy Business Unit.
Clients and Candidates Engagement Management
  • Partner and collaborate with external and internal stakeholders to drive business development activities within the company.
  • Navigate and work with social media to target different channels for candidate demographics, running webinars and creation of specific interest groups to increase brand awareness and publishing meaningful content.
  • Secure and maintain quality candidates 'pipelines using proven profiling techniques to accelerate the conversion of opportunities to revenue
  • Serve as a trusted partner to our clients for their talent strategy and related business requirements.
Team Management & Development
  • Lead and direct the Talent Strategy Team to meet revenue targets and drive efficiencies and accuracy in our service delivery for manpower placements
  • Coaching and nurturing the team's core skills of business acumen, long term candidate nurturing and client management to ensure a consistent all-round positive experience
  • Promote resourcefulness in the team to provide valuable partnerships and services to our clients and drive innovation in our Talent acquisition strategies.
Requirements
  • Minimum of 8 years of Regional & Local Talent acquisition experience
  • Has a previous track record in successfully forming/hiring a new operational team/business unit, and delivering the performance required of the new team
  • Demonstrated ability in the implementation of high-attrition mitigation measures and managing mission-critical teams while ensuring service availability, operations continuity, and performance.
  • Sound Experience in designing, implementing, and driving structured improvement/change management initiatives, business development programs or service branding initiatives with design thinking capabilities, services digitalization project management and c-suite stakeholder engagement skills.
  • Possess the credibility to represent Management Team in communications and engagements with external stakeholders (clients, partners, govt, industry partners)
  • Possess the capacity and willingness to manage changes, complex issues, and uncertainties.
  • Candidates who possess the Certificate of Employment intermediaries (CEI) will be advantageous.
