Role Purpose:

  • To provide strategic direction for safeguarding across the British Council East and South Asia region and ensure the British Council\'s approach, policies, procedures, and organisational culture enable us to provide a safe environment for children and adults who we work with.
  • The East and South Asia Regional Safeguarding Manager (RSGM) will support a network of national safeguarding managers and safeguarding focal points and actively manage safeguarding incidents as well as provide casework support.
  • The RSGM will be part of the global safeguarding team and will contribute to the live and dynamic safeguarding change agenda within the British Council by way of shaping the future of our response to safeguarding.
  • The RSGM manager will play a key role in creating a safeguarding culture by managing and embedding the safeguarding agenda across all key areas of our service delivery, which will include the implementation and monitoring of the Safeguarding (SG) strategy and implementing SG policies, procedures, and good practice models within their region. They will deploy reporting tools, strengthen capacity, ensure specific measures are in place to manage and mitigate risk within their direct areas of responsibility.
Main accountabilities but not limited to the following:
  • A commitment to the British Council Safeguarding Vision/Mission and Principles and policies
  • Effectively lead on the adherence to and implementation of the safeguarding framework within region
  • Ensuring specific measures are in place to understand, identify and manage safeguarding risk within direct areas of responsibilities
  • Lead and participate in the management of safeguarding cases and investigations in region
  • Ensure the effectiveness of processes for responding to allegations against staff, representatives and others connected to the British Council
  • Develop and maintain a programme of assurance to ensure that standards of safeguarding are maintained across all directly and indirectly delivered programmes and activities, in line with global safeguarding policies
  • Develop and implement a programme of support and assurance for partners to ensure appropriate safeguarding arrangements are in place across British Council business delivery and activities. Including leading on ensuring safeguarding is being addressed within projects and programmes that British Council is meeting all safeguarding requirements as set out by the Charity Commission and FCDO.
  • Provide in-depth support to Safeguarding focal points and national safeguarding managers, in some regions this will include the direct professional supervision of these staff
  • Working with the regional and global network to strengthen the implementation of the safeguarding agenda
  • Manage and lead safeguarding incidents, concerns and investigations with the support and guidance from the global safeguarding team
  • Develop reports and data for analysis which identify trends and emerging needs as well as conduct targeted evaluations of safeguarding effectiveness
  • Continuous professional development - keeping up to date knowledge of research/best practice and new innovations in safeguarding. Seeking out training and development opportunities in partnership with the global safeguarding team.
  • Operate within the safeguarding policies, procedures and controls set out by British Council, Charity Commission and FCDO
  • Attend Regional Leadership Team meetings and be an active member by providing insight into regional and global safeguarding risks and their management.
  • Take the lead on regional safeguarding communications in partnership with the global safeguarding team and regional strategic lead
  • Maintain and build upon the existing relationships within the global safeguarding team - sharing learning and development as well as attending team meetings, professional supervision and attending face to face meetings to ensure continued development in the field of international safeguarding.
  • Be an active member of the global safeguarding team and support implementation of the global safeguarding agenda and workplan.
  • Lead on the delivery of safeguarding training and upskilling for the region, in line with global safeguarding team
  • Managing as appropriate any safeguarding budget allocation associated to country visits, safeguarding training & development as well as looking at sustainability/feasibility.
  • Manage and develop the regional safeguarding network including safeguarding focal points including country visits to feed into country safeguarding assessments and quality assurance which this role will lead on.
Role specific knowledge and experience:

Essential

A minimum of ten years or more experience of:
  • Managing and engagement in the Safeguarding field with focus on child and adult safeguarding and managing risks associated with vulnerable communities within an international context
  • Conducting and leading Safeguarding case management work - including internal information gathering, risk assessment and risk management, investigations and data analysis and review
  • Working within a multi-agency audience and with senior managers
  • Programme and project safeguarding risk assessments
  • Developing and delivering training and public speaking
  • A strong knowledge and working understanding of international safeguarding legislation and UK legislation given the British Council\'s UK positioning
  • Working in complex and vulnerable countries and systems and delivering services to the communities there
Desirable

Experience of:
  • Safeguarding in varied settings and differing legal jurisdictions
  • Implementing strategic Safeguarding policies and procedures
  • Capacity and partnership building within Safeguarding
  • Implementing organisational policies and procedures

  • Diploma or University degree in a relevant subject or discipline
  • Relevant qualification in safeguarding or related field or equivalent professional experience
