Job Description

  • Proactively manage FPSO and Project regulatory requirement stemming from regulatory authorities, Flag State, Class, etc from Bidding, Project Execution phases until handing over to Operations Department.
  • Lead and manage acquisitions of required approvals, certificates, permits, licenses, notifications, and consents to deliver regulatory-compliant FPSO and Project.
  • Lead Project Regulatory Compliance team and reports functionally to Project Manager.
  • As member of PMT, interface with project team, consultants, client, Class, and authorities during execution of the Regulatory Compliance Plan and Matrix.
  • Review contract document and applicable regulatory requirement.
  • Identify and incorporate regulatory requirement into project design, specification, sub-contracts and project activities.
  • Establish and maintain project regulatory library, regulatory SharePoint Team-Site and folders.
  • Formulate and execute Project Regulatory Compliance Plan and Regulatory Compliance Matrix.
  • Establish, track and manage regulatory and certification progress of packages and equipment. Effect Change of FPSO ownership, transfer of Class and Change of Flag (as applicable).
  • Communicate and support regulatory action owners to ensure awareness of responsibilities and to assist with determining acceptable regulatory evidence.
  • Conduct regular workshops with project departments and vendors to reinforce regulatory requirement.
  • Attend PMT meetings and report progress to Project Manager, project controls and Client.
  • Establish regulatory consultant and Class scope of work, deliverables and variations.Appoint authority-approved companies and regulatory consultants.
  • Formulate and record Flag state exemption applications and Class Rule deviation applications.
  • Monitor and review new legislations and local authorities' requirement, evaluate and manage impact.Collate and handover statutory certificates, permits, licenses and consents to Operations Department.
  • Ensure issuance of required approvals, certificates, permits, licenses, notifications and consents as listed in the RC Matrix.
QHSSE Duties:
  • Responsible for self and others who may be affected by their acts or oversights
  • No interference with or misuse of material issued for health, safety, and welfare
  • Report quality related problems and HSSE hazards or deficits within their area to the QHSSE department
  • Promote and take part in the QHSSE continuous improvement process
Qualifications Required
  • Bachelor's Degree or equivalent (preferably in Maritime Studies/Law/Offshore Related),
  • Min 5 years' direct experience with FPSO regulatory and legislative requirement.
  • Experience with acquisition of FPSO permits, license and consents.
  • Experience with Class Rules and Flag Statutory requirement.
  • FPSO EPCIC project management skill.
