Job Description




The Energy Studies Institute (ESI) is a research institute at the National University of Singapore seeking to advance the understanding of energy policy issues by conducting independent research and analysis. We are looking for researchers to join a multi-disciplinary team carrying out research projects on a range of energy issues that are of concern to Singapore and the region.

The Institute is looking to recruit a specialist in carbon pricing analysis at the rank of Research Fellow. The appointed staff will operate under the responsibility of the Institute Head and work closely with all members across each of the institute\'s divisions.

Candidates are expected to be highly familiar with economics, finance, and in particular carbon pricing mechanisms and have had formal training in a closely related area. An understanding of Singapore\'s economic system, and local work experience is desirable.

Job Scope

  • To support research in the area of carbon pricing and climate finance the institute will be growing our capability in computable general equilibrium modelling.
  • The appointed candidate will lead the development of a general equilibrium modelling framework for capturing the influence of carbon pricing to the economy.
  • This model will, over time, be both maintained and upgraded, in order to produce timely updates based on the most recent available data (or projections where necessary).
  • In light of the 2022 budget revisions this will include evaluating the impacts of a phased increase to the carbon tax rate, with an eye towards understanding the impacts to economic competitiveness.
The specific area of work will depend on the priorities of the institute at any given point in time. In the near term, to support ongoing and expanding future research within the institute, the appointed candidate will be expected to take a lead role in developing and maintaining computable general equilibrium model(s) to evaluate the impacts of alternative carbon pricing strategies and options for Singapore.

Qualifications
  • Possess a PhD degree in the fields of economics, operational research, or finance or other related quantitative research fields, with specific application to energy, environmental or climate issues.
  • At least 2 years of experience in one of the above fields of above.
  • Applicants should have demonstrated experience in the use of computable general equilibrium modelling techniques.
  • An interest and desire to deepen your understanding of the economics of energy systems, climate change and related market and policy issues.
  • Relevant working and practical experience in industry or government agencies in the area of energy and environment would be highly valuable.
  • Ideally this is within Singapore, or the South East Asia region, given the importance of these regions to work undertaken within ESI.
  • Applicants with no regional work experience will still be given full consideration.
  • Relevant research experience on the ASEAN region would be an advantage.
  • The appointed individual must be able to work independently and as part of a team.
  • Published in reputable economics journals, have papers under review, or papers ready for submission.
  • Evidence of a robust or emerging citation profile is highly desirable.
  • Evidence of previous project leadership is a strong advantage.
