About SC Ventures
SC Ventures ("SCV") was established in 2018 with the purpose of "Rewiring the DNA in Banking" by bringing three distinct areas together:
\xc2\xb7 The eXellerator Lab, enabling innovation at large in Standard Chartered (the "Bank") by supporting intrapreneurs and their ideas, collaborating with fintech\'s through the SCV Fintech Bridge and engaging with clients and co-creation ideas.
\xc2\xb7 The Investment Fund ("Fund"), tasked to acquire minority stakes in fintech companies ("fintechs") whose technology has been successfully validated in the Group.
\xc2\xb7 Venture building, with the objective of exploring new business models ("ventures"), in the way it engages existing new customers and markets
There are team members (excluding individual ventures), including dedicated colleagues from the Bank\'s support functions, based in Singapore, Hong Kong, Shanghai, Nairobi, London and San Francisco.
About Libeara
Libeara, an entity under Standard Chartered Ventures, provides a digital platform for governments to issue bonds (denominated in the country\'s local currency in Central Bank Digital Currency ("CBDC") or fiat form) directly to retail investors. The solution supports tokenisation of bonds in smaller ticket sizes, the barrier to financial participation, and enabling often-excluded individuals to earn interest, in fiat or CBDCs, incentivising CBDC adoption in a CBDC-denominated model. The final solution will include end-to-end servicing including client onboarding (KYC), wallet creation, user access management, account funding and withdrawal, offering management and asset servicing, digital registry, and a bond exchange.

The Venture will be regulated by the Monetary Authority of Singapore ("MAS") and will hold a Capital Markets Service License ("CMSL") in the future.
Job Responsibilities
Operational Risk Management
\xc2\xb7 Establish and implement robust Operational Risk Framework and establish necessary controls, governance and oversight processes to ensure that the Venture meets its operational risk requirements and regulatory obligations.
\xc2\xb7 Implement the Venture\'s risk assessment framework to assess the Venture\'s inherent CFCC risks and control measures
\xc2\xb7 Provide key stakeholders with the advice necessary to ensure that the Venture operates in accordance with relevant operational risk requirements and include close engagements with SCV Operational Risk to put in place a robust risk framework
\xc2\xb7 To report to the CEO and / or the board members on any material risk failures.

  • Accountable for monitoring control execution trends and internal/external events to proactively identify non-financial risks. Identifies sources of risks through changes in the external environment, new regulation, new products, changes to business strategy, incidents, reviews and other measures of control effectiveness.
\xc2\xb7 Accountable for performing reviews and assesses risk metrics (losses, near miss incidents, control effectiveness data in order to identify top themes and trends
\xc2\xb7 Accountable for driving end to end risk assessment initiative to proactively identify and remediate control weaknesses
  • Accountable for periodically reviewing controls and ensuring they are fit for purpose, rationalizing risks and control monitors where possible.
Stakeholder Management
\xc2\xb7 Proactively engage with key stakeholders to ensure that the Venture\'s risk agenda and priorities are aligned and that various risks are duly considered and addressed in the implementation of the Venture.
