We are looking for a
ROTATING EQUIPMENT ENGINEER
to join our Maintenance team in Neste Singapore.

In this role, your responsibilities include
  • Ensure all rotating equipment and systems (i.e. pumps, compressors, agitator, fans, etc.) are installed and maintained by recognized and generally accepted good engineering practices as basis in activities, guided by relevant established codes, standards, published technical reports or recommended practices or similar documents.
  • Coordinate and participate in all refinery safety programs.
  • Work closely with various internal stakeholders in Singapore and other Neste sites and also external stakeholders including suppliers and experts to ensure effective maintenance and reliability activities related to rotating equipment and systems to ensure safe & reliable operations.
  • Collaborate with Rotating Lead for setting up and effective implementation of predictive and preventive maintenance programs / plans, using effective tools, best practices and procedures.
  • Support the improvement and implementation of the site Reliability Strategy, develops and executes Maintenance, Reliability work processes and supports delivery of the site’s Reliability culture. Raise reliability issues affecting safety, quality, availability or capacity, analyse and recommend actions. Lead in developing ideas and suggestions into executable plans to improve asset integrity, efficiency & productivity.
  • Develop RE strategies to champion defect elimination programs, including Preventive Maintenance (PM), Predictive Maintenance (PdM), Root Cause Failure Analysis (RCFA), Bad Actors, Infrastructure, Reliability Reviews and Health Monitoring, Failure Mode Effects Analysis (FMEA), Reliability Centred Maintenance (RCM), Risk Based Inspection (RBI).
  • Provide daily RE technical support and authority to the site. This may include providing or leading troubleshooting efforts, work scope or job plan deliverables, and supporting or overseeing Maintenance, Projects or Turnaround (TAR) activities as assigned.
  • Lead RE reviews and programs for assigned new equipment to proactively and efficiently ensure long-term asset strategies are developed and achieved.
  • Manage all aspects of assigned RE projects, including achievement of objectives in the areas of HSSE, quality, schedule and cost.
  • Ensure technical and economic analysis to justify RE improvements, quantify benefits, and recommend priorities with other technical specialists to develop improvements and value-added opportunities. Recommend and specify modifications or improvements for execution by project or field maintenance, ensure compliance with management of change process
  • Work with Maintenance to eliminate RE bad actors by recommending cost effective repair, replacement, or re-engineering. Much of this will be to recognize repeat issues and understand the root cause of issues. Implementation of Defect elimination, whether it be for everyday troubleshooting or as feedback to engineers or production.
  • Provide support to the maintenance lead for budget planning. Must demonstrate fiscal responsibility by being aware of and supportive of maintenance budget and cost performance expectations
  • Ensure that the Data Management System is kept up to date
  • Ensure the right RE TA inspection and maintenance work scope is provided timely to avoid late scope and discoveries.
  • Provide the steer on RE Quality Assurance for work done in the TA, maintenance and projects, Assigns the appropriate resources to review the project design packages. Support maintenance in project events and turnarounds management, from initial planning, scoping, preparations to execution and post event reviews, capturing lesson learnt and closures.
  • Ensure all RE site works are covered by procedures, Work instructions and QA/QC checklists and ITP compliance to applicable codes, standards and specification. Review, Approve and Audit the QA/QC process and quality documentation.
  • Ensure that RE contracts service level objectives, agreements and performance indicators define and reflect reliability, utilisation and availability targets and will be rewarded accordingly.
  • Ensure the respective predictive condition monitoring programs are in place to monitor equipment well-being, data collection in order to feed into the RCM programs. Understand and analyse all condition monitoring trends and reports (i.e. vibration monitoring, oil particle analysis, etc.) Recommend any required remedial, preventive or improvement actions.
  • Review performance measures and pertinent maintenance information in CMMS/BioPMS for trending, frequencies, etc. to highlight issues for equipment performance and breakdown analyses.
  • Support in pre-start-up safety reviews (PSSR), ready for start-up (RFSU) assessments, etc.

CONTINUOUS IMPROVEMENT
  • Responsible for constantly looking for opportunities to improve cost effectiveness.
  • Require close networking with other RP sites to recognize, evaluate and improve upon potential asset integrity and reliability threats. Share best practices.
  • Responsible to identify and develops improvement ideas and changes in their area of responsibility and manages projects as assigned

TRAINING & DEVELOPMENT
  • Ensure the maintenance team members have the proper skills to manage and execute the work they are assigned for. Collaborate with Competency Development team to develop competency training plans to address maintenance organisation learning needs, improve techniques/skills and introduce new equipment.
  • Accountable for assessing maintenance team members to provide assurance on competency.

OTHERS
  • Ensure all maintenance NMS documentation is maintained, and any feedback is effectively being utilised. Be prepared for audits of this documentation. Collaborate with Maintenance Documentation Integrity Controller to maintain high quality as-built documentations and related process safety information
  • Accountable for the NMS, development of work procedures., work instructions and QA/QC checklist

Keys to success in this role
The best combination of experiences, skills and background is
  • Degree in Mechanical Engineering Personal skills such as problem-solving skills
  • 15 years’ experience in Refinery and Petrochemical process technical environment with at least 10 years in Rotating Equipment experience.
  • Prior experience in TAs, projects and maintenance execution is essential, understanding of Operations, Maintenance and engineering practices, as well as worked in Conceptual design, FEED and Detailed Engineering projects.
  • Skilled in Vibration and Lube Oil Analysis
  • Knowledge of RE petrochemical standards such as ASME, API
  • Excellent strategic thinking, negotiation, risk based systems and business sense

  • Knowledge in Equipment condition monitoring systems
  • Good communication skills and internal / external stakeholder management and skilled in leading a large team
  • Competency in analysing trends and patterns.
