NTU is seeking an experienced and motivated Senior Assistant Director (Contracts) to join our dynamic team in Office of Development and Facilities Management. The department oversees the physical development and maintenance of all university buildings and grounds in support of the academic, research and administrative functions of the University. As the Senior Assistant Director (Contracts), you lead and manage a team of Quantity Surveyors (QSs) in providing contracts management support and ensuring the smooth operations of the department.

Key Responsibilities:

  • Lead and manage a team of Quantity Surveyors (QSs) in pre and post contract administration of construction and maintenance projects to ensure timely award and satisfactory conclusion of contracts.
  • Oversee the QS team in cost estimation, procurement, budget control, data compilation and dispute resolution.
  • Advise project teams on all pre and post contracts administration matters including but not limited to procurement strategy, tendering procedures, bid evaluation, assessment of liquidated damages and extension of time claims, performance bond, warranties, insurance, and all other contract administration matters
  • Establish with Central Procurement and Finance on tender calling procedures, payment and Ariba issues
  • Evaluate Yearly Budget Requests and FY closing Accruals
  • Compile data and statistics in relation to building information and projects to Requesting Agencies and Departments
  • Support project teams in cost studies and budget requests
  • Advise project teams on dispute resolution and contractual claims
  • Undertake ad-hoc tasks and projects as assigned by the department head.
Requirements:
  • Degree in Building, Quantity Surveying or equivalent from a recognised tertiary institution.
  • At least 15 years\' work experience in the building or facilities management industry.
  • Proficient in Microsoft Office applications.
  • Sound cost estimation and dispute resolution skills
  • Strong oral and written communication and interpersonal skills.
  • Ability to multi-task and work under pressure to meet deadline.
  • Self-motivated and positive working attitude.
  • Able to work independently and as part of a team.
