Assistant/Senior Assistant Director (Policy & Programmes), Registries of Patents, Designs and Plant Varieties

The Registries of Patents, Designs and Plant Varieties (PDPVP) supports IPOS' vision by building and maintaining a top-ranked IP regime in the world. We have set our ambition to be a Regime of the Future that is a showcase of IP regime and administration excellence with our IP, digital and data analytics expertise. We are looking for an individual who is keen to be a key contributor to achieving our ambition to join our team.

Job Responsibilities:

You will -

  • Recommend sound policies, backed by robust research and data analysis, for a Patents and Designs regime that is progressive and meets the needs of innovators in Singapore and innovators having a market interest in Singapore. In doing so, lead engagements with government agencies, stakeholders and industry players to conduct research and gather inputs.
  • Recommend policy positions that Singapore should take at ASEAN meetings and at international platforms such as Standing Committee for Patents at the World IP Organization, and represent Singapore in these meetings.
  • Implement policy and legislative changes.
  • Develop and implement programmes to support IP filing needs of innovators.

  • A degree.
  • At least 8 to 10 years of work experience, out of which 3 to 4 years in policy, research or legislative work.
  • The ability to be bold and make evidence-based recommendations to bring about best policy outcomes.
  • The aptitude to analyse complex issues at the systems level, yet critical and meticulous in the execution of deliverables.
  • The ability to write and communicate clearly, concisely and logically.
  • Able to work well independently and within a team.
  • Good to have the background in intellectual property, especially in the area of Patents and Design.
