Job Description


What the role is:The Strategy Group leads and organises the Public Service to develop and implement the Government\'s strategic priorities. The Centre for Strategic Futures (CSF) is a strategic foresight think-tank housed within the Futures Directorate of the Strategy Group in the Prime Minister\'s Office. CSF develops strategic foresight capacity in the government, identifies fresh/alternative perspectives from under-addressed or emerging issues in the medium and long term, translates these perspectives into meaningful policy insights, and sensitises decision-makers in the government to these in order to better position Singapore for a range of plausible futures. The Assistant Director (AD) / Senior Assistant Director (Snr AD) oversees the Futures Directorate\'s day-to-day administrative and operational functions, including its substantive research output, and supports the integration of the team\'s work into wider organisational and government agendas.What you will be working on:

  • Oversee and guide research and analysis on under-addressed or emerging issues, particularly those with cross-domain roots and/or effects, and their impact on public policy and governance in Singapore. \xe2\x80\xa2 Effectively communicate insights to a wide range of internal and external stakeholders, including by designing appropriate materials and products; and guide others in developing such products. \xe2\x80\xa2 Curate conversations across a wide range of stakeholders, including senior policy-makers, that influence policy thinking in government; and guide others in designing and facilitating such conversations. \xe2\x80\xa2 Develop fellow agencies\' capabilities in strategic foresight and planning by tailoring and delivering appropriate learning activities and interventions; and providing advice to teams seeking guidance on future-related projects. \xe2\x80\xa2 Establish, evaluate and maintain relationships with a diverse network of internal and external stakeholders. \xe2\x80\xa2 Integrate the directorate\'s agenda with broader interests across PMO Strategy Group, as well as ministries and statutory boards.
What we are looking for:
  • Demonstrated effectiveness in developing team members\' capabilities and capacity to fulfil their job responsibilities and experience job satisfaction. Public sector experience in a management or team lead role would be an advantage. \xe2\x80\xa2 Strong critical thinking skills, intellectual curiosity and a sense of imagination and creativity. Experience in managing or producing open-ended, qualitative research on long-term issues and/or strategy development, policy planning and policy analysis would be an advantage. \xe2\x80\xa2 Excellent writing and verbal communication skills. Workshop facilitation and information design skills would be an advantage. \xe2\x80\xa2 Excellent interpersonal skills and the ability to engage confidently with diverse stakeholders within and beyond the public sector. \xe2\x80\xa2 Proven interest in building, sustaining and refreshing organisational structures, systems, processes and culture to deliver excellence today and be ready for the future.
