Job Description

What the role is:

The Government Procurement Function Office oversees the Government procurement policies, practices, systems and workforce. Among other responsibilities, it is responsible for driving transformation of the whole-of-government (WOG) procurement function, including digital transformation. The Senior Associate/Associate (Digital Transformation) works with counterparts across different agencies and domains to implement digital transformation for the Government procurement function, and is, in particular, responsible for the following areas: Drive WOG procurement digitalisation to build digitally seamless budget to procure to pay experiences to enhance procurement effectiveness, productivity, governance and improve user experience. Ensure that the WOG procurement digital solution meet the needs of the Singapore Public Service and is consistent with our Smart Nation objectives.

What you will be working on:

• Working with a cross-functional team to develop, implement, maintain and continually enhance the digital solutions Drive efforts to review and ensure that the digital solutions meet the needs of all public officers (e.g. expand the list of services/goods/suppliers) Work with stakeholders across multiple agencies and domains (e.g. procurement, finance, audit, business users, technical teams) to jointly review, challenge and streamline existing business and system processes to co-create a more seamless digital end-to-end procure-to-pay experience Undertake data analytics efforts to derive insights to support process streamlining and transformation, and ensure proper governance of procurement practices Develop and implement change management plans to ensure successful implementation and adoption of new process and/or technologies

What we are looking for:

• Ability to look at issues from a broader perspective and be able to execute transformative projects (evaluate trade-offs, validate assumptions) that can benefit officers across WOG Ability to integrate procurement policy considerations and operational requirements with what is technologically feasible Have a dare-to-do attitude and not afraid to challenge the status quo Strong problem-solving skills and ability to anticipate challenges in the future working context, coupled with a good sense of practical implementation issues Self-driven and committed individual able to work independently and within teams Strong critical thinking, analytical and project management skills Strong communication skills and ability to work collaboratively with a diverse pool of stakeholders (e.g. officers across different domains and varying levels of seniority) Understanding of change management concepts, principles and best practices Excellent writing ability and presentation skills Degree from a recognised university. Background in procurement and implementing organisational systems; experience in business process redesign and a good appreciation of commercial practices, economics and financial concepts will be an advantage
