What the role is:
The Government Procurement Function Office (GPFO) oversees the Government procurement policies, practices, systems, and workforce development. Among other responsibilities, it leads the whole-of-government (WOG) procurement function and community, and is responsible for driving transformation of the government procurement function to achieve our Vision of Unlocking Value, for Today and Tomorrow. To unlock value, GPFO focuses on uplifting the procurement function to serve as a valued business partner with commercial acumen that enables Government agencies to buy effectively to achieve their mission and objectives while ensuring public accountability. The Senior Associate/Associate (Strategic Planning and Development) is part of the team that develops, implements and monitors the transformation roadmap for the WOG procurement function to achieve our Vision, with particular focus on workforce transformation and professionalisation. The Senior Associate/Associate will work closely with Procurement Leaders / Directors across public sector agencies to drive strategic initiatives in alignment with the function's priorities, as part of the function's "centre-led, community-driven" strategy.
What you will be working on:
The Senior Associate/Associate will contribute to the following focus areas for the Strategic Planning and Development tea o Undertake strategic planning o Form a clear picture of the function's strategic challenges, goals, outcomes and key strategies through quantitative and qualitative research, engagement and sense-making o Facilitate strategic planning conversations with senior leadership o Plan and execute initiatives that promote transformation o Develop and implement the change management and strategic communications, partnerships and engagements (CPE) plans o Identify, engage and cultivate key stakeholders to shape behaviours/opinions and lead community initiatives in alignment with WOG procurement transformation goals o Coordinate the use of strategic communications to drive WOG procurement transformation o Organise and facilitate engagements and change management activities with public agencies o Plan, develop and deliver capability development and community building initiatives o Review the Procurement Competency Framework to set the standards and foundations for the Future Procurement Workforce, and implement the refreshed framework across all public sector agencies o Work with the procurement and HR functions of agencies and learning partners of the Finance and Procurement Academy to uplift procurement and contract management capabilities across WOG o Explore external partnerships (such as with Institutes of Higher Learning, learning providers, private sector procurement functions and international counterparts) to professionalise the procurement function o Monitor and evaluate the progress of functional outcomes o Develop key metrics to measure how far the function is meeting strategic outcomes and goals, to inform continuous improvement plans
