The Senior Civil and Structural Engineer drives the overall execution of projects based on project requirements. Candidate reviews designs, specifications, calculations, and other submittals, and oversees the project assessment phases.
Candidate ensures the designs and models developed are in accordance with project requirements. Candidate leads the tendering processes and manages a team of engineers and ensures continuous performance improvement.
The candidate may also be expected to perform the responsibilities of a Qualified Person in accordance with the Building Control Act.

Critical Work Functions - Define project scope and requirements
Review the outcomes of feasibility studies
Review the proposed solutions
Develop risk management plans and risk controls
Review project scope and requirements in alignment with relevant stakeholder objectives
Assist the PD/PM in overseeing the construction activities and progress, planning, implementation, and monitoring work schedules in accordance with the master and detailed work program
Able to deal with PE and C&S consultants, e.g., understand C&S drawing and spec for building, propose structure VE, review structure design and calculation by C&S consultant
Able to study and discuss any technical issue with consultants and specialist subcontractors to work out practical solutions with a background in construction work

Participate in the initial planning and bidding processes, including reviewing environmental factors, government regulations, construction costs, and risk analysis reports to prepare a comprehensive study on all relevant design factors

Review contractual and tender terms in alignment with requirements and negotiated terms
Review contractors' and subcontractors' tender bids

Review contractors' and subcontractors' work against project requirements and quality standards Review drawings, plans, and change orders to verify the structural integrity of materials and designs and perform complex calculations and use modelling methods to ensure correct results
Ensure progress in accordance with the schedule, quality standards are maintained, site inspections are carried out and technical/drawing issues are resolved on time
Review the results of testing and commissioning for successful project handovers
Review the defect resolutions
Review as-built designs for accuracy
Critical Work Functions -Manage people and organisational functions
Re-prioritise work activities and manpower allocation to mitigate delays in project delivery
Identify areas for technical and business management training and development
Liaise with consultants/authorities on drawing and technical issues and coordinate the site activities with subcontractors
Provide guidance to supervisors in relation to site works
Monitor achievement of key project milestones
Monitor financial health of daily operations
Develop relationships with prospective clients for business development opportunities
Review resolution of variations and liquidated damages
Ensure site safety and prepare safe work procedures with safety personnel
Job requirements:
Recognized Degree in Building Construction Management, Civil and/or Structural Engineering, building discipline or equivalent
Minimum 5-7 years experience in the Singapore Construction Industry, high-rise commercial building / mixed development/semiconductor factory/healthcare building project is preferred.
Knowledge in BIM
Must be familiar with the Singapore Construction Industry Code of Practice, rules, and regulations in accordance with the Professional Engineers Act; Resident Engineer Accreditation; Resident Technical Engineer Accreditation; Building Control Act; Fire Safety Act & Workplace Safety and Health (WSH) Act
