Job Purpose

The aim of the Executive Engineer is to act as key support to Trains SSQ Quality Governance Branch in all aspects of implementing, maintaining and continuous improving Quality Management System (QMS) within SMRT Trains for operation, maintenance, and service excellence.

The post holder will work on quality improvement projects that support a quality management framework across all Centres of Excellence (COE), Lines, and Divisions and align with the Corporation strategy, in partnership with other SMRT agencies responsible for Safety Management, Risk Management, Life Cycle Management, and Competency Management.

Responsibilities

To fulfill the duties and responsibilities listed below. Note that the list is not exhaustive; related duties and responsibilities may be assigned from time to time.

• Support the Branch Manager to implement Quality Management System and Quality Governance policies and frameworks across SMRT Trains
• Analyse and report Trains Quality performance
• Manage Trains SSQ Management Review platforms.
• Ensure all Trains level policies and procedures are managed and controlled according to defined Document Control process.
• Guide SSQO/SQOs across Trains to ensure alignment to policies and procedures.
• Collaborate with L3 SSQ and Trains SSQ Compliance and EPT teams to strengthen ground compliance.
• Coordinate and organise internal engagement sessions and dialogues to promote SSQ awareness, feedback SSQ issues and share good practices among SSQ community
• Support BM and Manager to implement Kaizen projects

Qualifications & Work Experience

Qualifications and work experience include:

• Bachelor's degree required in engineering or management discipline.
• Minimum 3 years of experience in Quality.
• Experience in operations & maintenance environment or railway industry is preferred.
• Strong knowledge and experience in Quality Management System, prefer knowledge in Integrated Management System consisting of Quality, Asset, Health & Safety and Environment System.
• Strong communication skills and command of English language in Quality Procedure writing.
• Ability to influence individuals and teams to achieve desired goals and objectives.

Skills

• Trained and competent on Quality Tools
• Familiar with continuous improvement tools such as Kaizen
• Certified Q&HSE auditor/lead auditor preferred
• Preferred if candidate has qualification with Certified Quality Engineer (CQE)
