Job Description


We are seeking a highly skilled and experienced Senior Health, Safety, Environmental & Security (HSES) Engineer to join our dynamic team. You will play a crucial role in leading our effective safety program practice & implemented at of our manufacturing facility.

As a Key member of the Health, Safety and Environment team, the Senior Health, Safety, Environmental & Security (HSES) Engineer works to maintain compliance, recommend and implement HSES programs, able to maximize opportunities while managing/reducing risk, deliver HSES operation excellence, driving Leading Safety and Zero Incident Mindset culture at Sanofi Manufacturing Jurong Facility in Singapore.

Duties & Responsibilities

  • Responsible for the organization\'s compliance with all applicable laws and standards. Ensure Zero operation interruption due to non-compliance issue.
  • Accountable in all regulatory inspections and audits (Corporate HSE audit, ISO 14001 audit, FM Audit, CERT audit, SS651, Safety Case, SCDF/NEA audit & etc) and ensure agreed actions are promptly implemented.
  • Develop and implement effective health, safety, environmental, and security programs in compliance with relevant regulations and industry standards
  • Responsible for Site HSES operational matter & HSES Management System.
  • Responsible for developing, owning, and driving corporate requirement/programs in the Health, Safety, Environmental & Security domain.
  • Coach and mentor site personnel to build sustainable Zero Incident Mindset Team & Create an Interdependent Culture
  • Leading in the maintenance and implementation of a robust contractor management system.
  • Be a thoughtful-leader and as a key team member in HSE department.
  • Develop and test emergency response plans, including evacuation procedures and crisis management protocols.
  • Collaborate with relevant stakeholders to ensure readiness for emergencies.
  • Accountable & responsible on-Site Fire Protection System, ensuring all regulatory and maintenance requirement are met.
  • A problem solver / solution provider on HSES technical advisory/expertise such as LOTO-Control of Hazardous Energy, Permit To Work, Electrical Safety, Fire Safety, PPE, Change Control, Workplace Risk Assessment, Process Safety, Environmental Risk Assessment , Sustainability & etc.
  • Responsible & ensure Site Workplace Risk Assessment review regularly and up-to date for correctness.
  • Leading in Identify, eliminate and/or mitigate HSES risks, particularly in Health and Safety areas.
  • Ability to analyze and identify risk reduction projects that help mitigate risk and deliver HSES excellence
  • Lead & engage in incident / accident investigation, review incident / accident reports and recommend effective mitigation measures.
  • Maintain accurate records of incidents and report findings to management.
  • Design and deliver training programs to enhance awareness and compliance with HSE and security policies.
  • Leading in-house training with managers, employees and contractors about health, safety and environmental issues and risks.
  • Regularly update employees on safety protocols and emergency response procedures.
  • Analyze HSES data to identify trends and areas for improvement.
  • Prepare and present regular reports to management on HSE and security performance.
  • Support on site automation & digitalization
Qualifications / Requirement
  • At least 7 years of practical hand-on experience in Petrochemical, Oil & gas Pharmaceutical or Chemical industry is preferred.
  • B.S. degree in engineering, chemistry, or other relevant technical degree related to process safety is preferred.
  • Registered Workplace Safety & Health Officer
  • Fire Safety Manager
  • Internal Auditor certification for ISO14001, SS651 or similar accredited HSE management systems.
  • Strong technical expertise in the area of manufacturing HSES operations, including hazard identification and risk analysis, equipment safety and process safety and incident root cause analysis.
  • Good collaboration skill in leading cross functional teams and the ability to coordinate a cross-functional team of experts to identify and implement solutions for the identified challenges.
  • Use critical thinking skills and disciplined approaches to help others to resolve issues.
  • Able to make decision in a fast paced, demanding and dynamic environment.
  • Advise with the site management team and external resources as SME on all HSES matters.
  • Strong understanding of legal requirements associated with HSES issues
