Role Purpose: The HR Advisory function focuses on the legally and culturally compliant execution of HR plans and provides practical advice to the business as well as assistance in planning and implementation of activities that flow from the strategic capabilities.This role will work closely with the Business Partnering function to advise on and implement relevant strategic HR initiatives within the region. It will ensure proactive management and mitigation of legal and operational risk relating to Human Resources including adherence and advice on policies and processes. The role will support HR Business Partners and Business Leaders with advise and decision making on areas such as recruitment, role profiles, staffing, employee relations, talent management, performance management and reward. The role will work across a region or group of countries to lead the HR Advisory team.Main accountabilities but not limited to the following: Consultancy, analysis & problem-solving Applies advanced HR functional knowledge to solve a range of complex business issues within a specific organisational unit or area of corporate activity Devises non-standard or bespoke analytical approaches to understand complex problems and enable informed business-planning, decision-making and/or the development of new or improved policies and practice Deploys a range of specialist HR or bespoke approaches relevant to support the provision of high quality services and advice Working with HRBPs to provide support and advice to managers and aid them with planning during a period of major changes and culture change.Internal customer focus Builds an in-depth understanding of the particular operational context, opportunities and challenges facing specific internal customer(s), and of how those relate to wider issues across the broader organisation, to ensure the development of new policies and practices based on informed business insight and joined-up thinking Collaborate with other HR teams and the business to ensure appropriate solutions are designed and rolled out with an emphasis on standard rigorous approaches where possible and tailored approaches where necessary.Service improvement Makes technical/professional recommendations which have a measurable impact on local or regional business performance (e.g. in terms of efficiency, quality, reliability, mitigation of risk, productivity, profitability or customer satisfaction) Actively champions and monitors staff compliance with the agreed corporate policies and practices relevant to their area of functional expertise. Investigates reasons for non-compliance. Gathering and consolidating of benefit cost data to inform the analysis and evaluation the total costs of benefits offerings and recommendations to support improvement Provide intelligence on HR service gaps to HRBPs, Operations/SSC, CoEs and support the implementation of solutions Provide detail analytics at regional and country level for the business and HRBP pillar to inform business and HRBPs to translate into business-driven HR initiatives. Collaborate with the global team to ensure global strategy is maximised and implemented efficiently across the region, whilst taking into account country and regional requirements where necessary Lead the standardisation of practices in line with MyHR and AskHR, particularly when it comes to contracts, policies, compensation etc.Functional expertise Provides expert professional advice, support and challenge to internal customers and other stakeholders to support the development of high quality, effective and continuously improving business practices within HR. Collaborate with CoEs, Operations/SSC and HRBPs to ensure the delivery of the HR agenda through HR project management of HR initiative implementation at a country and regional level Ensure that HRBPs, Operations/SSC and business, is appropriately informed of changes in policy/practice/compliance. Lead negotiations and management of any reviews of terms and conditions of work for locally engaged staff and provide advice to Country Directors on a range of issues in their dealings with local staff representatives. Lead HR Advisory Services team on country-specific consultation Provide regional support to the business and CoE in managing complex casework and oversight and monitoring of all discipline and conduct related issues, ensuring compliance, compiling regular reports and analysis. Provide local advice, particularly when local legislation or language is required to the business or to other teams in the HR function. Implement global initiatives, whilst remaining compliant and mindful of local requirements. Support other HR teams in ensuring all parts of HR activities are compliant with local legislations. Support the business and HR business partners in finding appropriate HR solutions to complex situations, in any area of HR (for example employment law or policy interpretation) Lead the transition from a country focused operational service with little or no technology to a regionalized advisory service linked to a global organization, focussed on value adding activities. Lead the improvement of the HR Advisory in EA, leveraging technology, data analytics, appropriate policies, standardising practice etc.Leadership & management Support implementation of the regional HR strategy in line with British Council's HR strategy for the assigned countries, in collaboration with the Country Directors and SBU leaders. Determines work plans and coordinates input from others (who may be outside the direct management line) to meet specific objectives Provide leadership and management to the HR Advisory Services team, which will be based across multiple geographies. Train, coach and develop the team. Inspire them to question current practices and seek continuous improvementProject management and change management Use data, insight and expertise to inform all stages of projects and initiatives from identify where improvements could be made through to adoption of initiatives. Continuously seek improvements, ideas and solutions in the external market. Develop methodologies to support the design and roll out of initiatives Drive effectiveness, quality and efficiency into all HR Advisory initiatives and monitor the achievement of clear project objectives. Act as a change agent to drive innovation and improvements for our customers. Leverage expertise required to inform the design and delivery of solution of complex projects. Lead complex and large scale HR projects from inception to implementation across EA Develop appropriate change methodology and expertise to enable the team to manage projects consistently Ensure adoption of new approached and transition to business as usual. Lead the roll out of global and regional HR initiatives and projects Lead the shift to an agile way of working in HR AdvisoryRole specific knowledge and experience: Essential Considerable experience of working in HR at a senior level Strong knowledge of Employee Relation Strong experience of advising stakeholders according to labour law, policies and values. Strong experience of reviewing and designing policies which are supportive of an equitable and agile workplace. Experience of driving the HR workstream of large organisational change Experience in an international environment Team management experience, including virtual teams Expertise in reviewing current practice across a range of HR disciplines, particularly policies, and leading their transformation to adoption. Strong experience of designing tools, processes and procedures. Has extensively worked in a multinational organization, with a large group of cultures and nationalitiesDesirable Experience of working with Success FactorsFurther Information: Pay Band: 8 / Grade EContract Type: Fixed Term Contract, 2 yearsLocation: East Asia - preferably Singapore/Malaysia/Hong Kong.
