This role ensures that the projects are delivered on time for Academic Applications team. Reporting to the Deputy Director of Communications & Information Technology Division, the successful incumbent will be responsible for the following: Key Responsibilities

• Work closely with other divisions in new academic initiatives, projects, and system evaluations
• Manage developers and vendors to ensure that all projects are delivered on-time, within scope and within budget
• Ensure developers and vendors perform works compliant to IT policy and Standard Operation Procedures (SOPs)
• Prepare technical specifications for tenders and projects
• Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
• Perform risk assessments to minimize risks for change requests
• Plan and manage budgets and resources for projects
• Create and maintain comprehensive project documentation
• Establish and maintain good relationships with stakeholders and vendor
• Manage application projects

• Degree in computer science or engineering or equivalent from a recognised university
• At least 8 years of relevant working experience in similar area and with at least 5 years of project management experience
• Good project management skills (PMP / PRINCE II or equivalent certification is a plus)
• Proven technical background with understanding or hands-on experience in application development using Microsoft technologies (.NET, ASP.NET MVC, C#, SQL)
• Outstanding analytical, problem solving, and critical thinking skills
• Completed at least 3 SDLC web-based project cycle
• Excellent oral, written, presentation, communication, and interpersonal skills
• Solid organisational skills including attention to detail and multi-tasking skills
• Proactive and independent in managing potential issues
• Able to interact with various stakeholders in all levels and with different backgrounds
• Able to lead and provide guidance to developers on design aspect of the system.
• Able to understand system architecture would be an advantage
