What the role is:PSD has been onboarding Statutory Boards (agencies) across the Public Service onto a common cloud-based enterprise management system, known as Cumulus. Cumulus provides a unified solution for Human Capital Management (HCM), Payroll and Finance with the aim of improving business efficiency and organisation performance. Agencies, which were using different HRIS based on their own HR processes, will now use Workday, a SaaS, in Cumulus. The Cumulus team has onboarded 41 agencies, with more in the pipeline.What you will be working on:[Specific Job Responsibilities] Reporting to the Team Lead, you will aim to improve overall business efficiency by: \xe2\x80\xa2 Building good relationships and rapport with agencies as their Cumulus HCM business partner and work closely with agency leads and various stakeholders to transform user experience and improve user satisfaction. \xe2\x80\xa2 Designing and executing strategies to facilitate superuser adoption of system changes. \xe2\x80\xa2 Maintaining and improving Workday in Cumulus for users. \xe2\x80\xa2 Establish and maintain scalable processes that ensure best practices in HR. \xe2\x80\xa2 Identify opportunities for business process re-engineering (BPR) initiatives for productivity improvement, via transforming, streamlining and continuous improvement of work processes. \xe2\x80\xa2 Identifying new Workday requirements and communicating with users to understand additional requirements and needs. \xe2\x80\xa2 Collaborating with agency leads and IT teams to resolve Workday issues and improve user experience, and ensuring solutions are viable and consistent across all agencies. \xe2\x80\xa2 Creating Workday guidelines and manuals, as well as conducting training for users. \xe2\x80\xa2 Conducting regular Workday reviews and generating reports on efficiencies and improvement areas. \xe2\x80\xa2 Structuring and prioritising agencies\' Workday requirements and communicating plans with stakeholders for review, approval and implementation. \xe2\x80\xa2 Staying up to date with the latest HRIS technology and best practices.What we are looking for:[Values] We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. [Work Experience & Competencies] An ideal candidate should possess the following: \xe2\x80\xa2 [HR Policies and Processes] Sound understanding of HR policies and hands-on experience in HR processes, and the ability to translate and incorporate them into the HRIS. Knowledge of Compensation and Performance process, and Public Service HR policies and practices would be an advantage. \xe2\x80\xa2 [Experience in Enterprise Systems] Experience in managing data, HR transactions and processes in HRIS. Prior experience in implementation and/or maintenance and improvement of HRIS, especially Workday, would be preferred. \xe2\x80\xa2 [Working Effectively with Stakeholders] Ability to engage stakeholders to understand their issues, identify gaps, gather feedback, work with System Integrator and Central Team colleagues on possible solutions, and communicate solutions to stakeholders effectively. You should possess good written and oral communication skills and documentation skills. \xe2\x80\xa2 [Thinking Clearly and Making Sound Judgements] Ability to work in ambiguous situations and consider issues from a long-term operational perspective to identify opportunities/gaps, and address these from a user-centric perspective. You should be comfortable with co-solutioning and implementing solutions/new initiatives. \xe2\x80\xa2 [Project and Change Management] Good planning skills to manage milestones for HRIS annual maintenance and new initiatives. Ability to communicate with affected stakeholders and keep them engaged in the processes. You should also be comfortable with working in a fast-paced environment with tight timelines.
