Senior Manager, Compensation & Benefits and Plans





Job Purpose


As part of the Plans & Policy and Careers & Benefits team, you will play a key role to ensure the competitiveness of compensation and benefits for the company, formulate and implement policies in the area of manpower planning to meet the company’s strategic plans and career progressions to meet these needs.

Responsibilities


The Senior Manager shall be accountable for:


Plans

  • Project near-term manpower requirements/gaps and analysis of recruitment and attrition trends
  • Develop and synergise HR initiatives and projects across the HR spectrum;
  • Develop and review the annual HR strategic map and workplan to ensure SMRT competitive advantage in the labour market;
  • Manage the processes of clearing HR initiatives at management committee meetings and the board Remuneration Committee (RC) as the secretariats for these meetings;
  • Work with Land Transport Authority (LTA) for Public Transport industry-wide branding efforts;
  • Lead and coordinate the annual headcount and staff cost budgeting for HR and the Company:
    • Monthly updating of headcounts and workforce statistics
    • Quarterly reporting of headcount and staff cost for the Company


C&B
  • Regularly review compensation & benefits (C&B) policies and programs to ensure compliance to employment related regulations and internal corporate governance, where applicable;
  • Review of benefits and terms and conditions of employment to ensure market competitiveness and best practices;
  • Perform salary review based on market benchmarking to ensure that we remain highly competitive to attract and retain good calibre staff; and to drive the desired organizational behaviours and high performance culture;
  • Formulate and implement manpower planning policies to meet both short and long-term strategic plans and monitor the necessary manpower requirements;
  • Review and formulate career progression ladders for staff in various job vocations to ensure that there are career growth and development opportunities for staff based on competencies and ensure that rewards are in accordance to such competencies and/or duties/responsibilities; and
  • Work with the HR Business Partners to develop and implement C&B and manpower planning initiatives, in the areas not limited to recruitment/attracting, staff retention and talent management, to ensure right pay for the right skills or expertise.



Policies
  • Develop and review policies to ensure compliance and external benchmark. For example, when government introduces new employment acts, laws, and quotas;
  • Develop and review policies to provide guidance on HR procedures, ensure fairness, and ensure alignment to business strategies;
  • Work with Corporate and Business Units to implement new policies and procedures.


Qualifications & Work Experience

  • Degree with at least 6 years of relevant C&B experience, with proven experience in developing and implementing C&B projects.
  • Previous working experience in a Compensation Consulting firm could be an added advantage.

  • Familiar with current market remuneration practices, trends and development.
  • Savvy working with numbers, innovative, resourceful and self-driven with the ability to multi-task.
