Singtel Group is looking for a dynamic and experienced individual to fill the position of Manager / Senior Manager of Corporate Procurement Operations. This is a unique opportunity to lead and shape the future of our procurement operations, making a significant impact on our organization.

As a Senior Manager of the Singtel Corporate Procurement team, you will be responsible for leading our Corporate Procurement tender and contract management services/operations team based in Singapore. Your primary focus will be on ensuring prompt and compliant tender activity management and robust contract record management, all in support of Singtel\'s acquisition and materials management of goods and services. This role encompasses various aspects, including sourcing/tender administration, analytics/insights, procurement governance, and acting as a shared service to Procurement BU Category teams and the wider business.

Group Procurement Policies and Governance

Leads the enforcement of procurement and contract policies and processes across the Singtel Group (Singtel, Optus) as follows: * Lead engagement with Group legal and Group Risk to continuously enhance the contract and risk management framework, and to simplify the compliance processes.

  • Serve as the primary contact for procurement related questions, policy and procedure interpretation and alignment by all departments.
  • Co-lead regular review on procurement policies and if necessary, set new guidelines to ensure that they remain relevant and effective in promoting best practices and corporate governance principles.
Group Procurement Shared Services/Operations

Oversee the operations of the Procurement Shared Services/Operations team supporting all Business Procurement units (IT, Networks, Devices, Indirect, Enterprise, NCS) comprising: * Tender Administration \xe2\x80\x93 supporting all BU Procurement teams in Singtel and NCS in the lifecycle management of Tenders, RFIs and other sourcing events in the supplier market
  • Contracts Lifecycle Management \xe2\x80\x93 central resource in managing procurement contracts across Singtel based units
  • Tender outcome analytics and tender tool strategies with Procurement teams \xe2\x80\x93 establish reference stats like tender activity data and insights, propagate heightened sophisticated system tendering handling e.g. reverse auctions, two-envelope tenders, etc.
  • Lead the center of excellence for reverse auctions
  • Lead the alignment of tendering and contracting processes across the Group (Singtel. Optus and NCS)
  • Establish robust content and cadence in training/refreshers regarding i. and ii., for internal and business
Group Procurement Communications and Engagement * Drive initiatives to improve end to end customer experience and Procurement engagement
  • Define communication and knowledge management standards on tendering and contracting across Procurement functions and ensure high ethical standards are met
People and Culture * Create a culture that strives to add value, reward initiative, promote talent and expand procurement knowledge
  • Lead employee engagement initiatives to improve employee retention and uplift morale and motivation
  • Establish training programs and development activities for the knowledge base retention and growth within the Operations team
  • Develop and groom talent
Skills for Success
  • Bachelor degree in business, commerce, accounting or law.
  • Minimum of 8 years leadership roles in procurement operations or procurement shared services experience, preferably related to a Telco or IT environment.
  • Advance experience in using procurement related solutions/applications e.g. Coupa, Ariba, SAP, etc.
  • Strong analytical & problem-solving skills.
  • Proven ability work with senior business executives and across procurement leadership
  • Ability to manage differing stakeholders\xe2\x80\x99 relationship and expectations
  • Excellent commercial acumen, financial and risk assessment skills
  • Sound judgment and decision making amongst competing demands
  • Strategic mindset with a dynamic drive to drive change
  • Strong leadership in team management.
  • Strong interpersonal, communication, influencing and conflict resolution skills with internal stakeholders
  • Demonstrated ability to work in great detail and deliver under tight time constraints and external pressure
  • Maintain high personal and professional standards and ethics
  • Ability to be creative to meet business needs, but also pragmatic and compliant
