Purpose and Scope

Sembcorp is seeking a Procurement Senior Manager/Manager to join the Group Procurement team. This role is based in Singapore and will be responsible for the overall direction, coordination, and evaluation of procurement operations within assigned area of responsibility, fulfilling the Procurement delivery for Sembcorp Industrial Group. This role will oversee the Procure to Pay operations for 4 entities in Singapore under Shared Service Center and act as senior business partner to all Group Functions stakeholders based in Singapore. This role is part of the Group Procurement team, reporting into Head of Group Procurement.

Key Roles and Responsibilities

Business Partnering –
Shared Service Center : Understand Business needs and develop solutions in Shared Services team. Seek leveraging opportunities between Market and Shared Services teams (cross-functionally) to maximum business values including speed and savings. Work closely with Market Head of Procurement (Internal customers) for their overall procurement delivery needs, driving P2P Excellence.
Corporate Procurement : Engage Group Corporate Functions Business needs to formulate their procurement needs from sourcing to delivery. Build strategy aligned to their business needs and bringing Market insights for business decision.
Resource Management - Manage resources and resolve conflict over resource allocation and other critical issues in Shared Service. Proven track record in leading and shaping Shared Services delivery teams in a Procurement Shared Services environment and displaying people management skills. Mentor and develop employees for career enhancement and direction
Process Governance and Improvement - Participate actively process and solutions design work on Sourcing, understanding the end-to-end process and dependencies within procurement and across other functions and how to bring the process to life in the shared service center.
Service Delivery – Deliver KPIs and metrics and track performance scorecard of Shared Services team. Meet minimum service levels and strive for continuous improvement of service delivery.
Capex Project – Lead the team and support Category Leads in RFx process for high spend EPC Capex when assigned.

Major Challenges
To support all in regarding Procure to Pay policies development and process standardization.
Obtain buy-in from business stakeholders.

Key Decisions & Dimensions
Develop category strategies and gain support from business for strategy execution.
Develop a shared service center, meeting the agreed SLA.

Qualifications & Experience
Degree/Diploma holder with minimum 10 years of relevant procurement experience with minimum 3 years people management role.
Resourceful with a strong work ethic, committed to complete execution of projects and objectives.
Experience in a Shared service center preferred but not a must.
Proven knowledge in procurement policies, programs, practices and procedures.
Proven knowledge in project management concepts and techniques.
Strong understanding of procurement technology systems, data, and analytics with proven records on P2P Excellence preferred.
Strong leadership and oral and written communication skills to interact with internal and external stakeholders.
Based in Singapore, with minimum travel required.

Preferred Skills & Characteristics
Customer focused and results oriented with growth mindset
Effective presentation and negotiation skills.
Experience and/or knowledge with Corporate Service categories, EPC, MRO and Capex spend.
Familiarity with procurement systems (e.g. SAP Material Management and SAP Ariba).
