What the role is:Be part of a team that manages the Ministry\'s budget, grant management, procurement process and financial operations. You will work with various MOH Divisions to ensure optimal provision, allocation, and management of the Ministry\'s budget to achieve Government\'s strategic objectives in a fiscally sustainable and value-for-money manner. You will be working in an innovative, people-centred organisation that contributes towards the promotion of good health and ensuring access to good and affordable healthcare for all Singaporeans. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:

• Operationalise funding frameworks, budget policies and procedures to ensure the effective use and allocation of resources in line with national strategic outcomes. \xe2\x80\xa2 Evaluate operating and development budget proposals from MOH Divisions, MOH Agencies and other MOH funded entities. \xe2\x80\xa2 Review and formulate budget policies and guidelines.

What we are looking for:

• Tertiary education in Accountancy, Business, Economics or any related discipline \xe2\x80\xa2 At least 5 years of relevant experience in finance or audit. Applicants with fewer years of experience as well as fresh graduates may be considered for an Assistant Manager role. Similarly, applicants with more years of relevant experience may be considered for the Senior Manager role. \xe2\x80\xa2 Experience in public sector finance will be an added advantage. Able to multi-task, work independently and as a team. \xe2\x80\xa2 Committed, responsible and self-driven. Able to work under pressure to produce the desired results. \xe2\x80\xa2 Effective communication and inter-personal skills \xe2\x80\xa2 Good quantitative and analytical skills, meticulous and yet able to consider issues with a broader perspective \xe2\x80\xa2 Proficient in Microsoft Office tools. Ideal candidate should also possess the following key competencies : \xe2\x80\xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. \xe2\x80\xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. \xe2\x80\xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. \xe2\x80\xa2 Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
