Senior Manager / Manager (capability Development People)

Singapore, Singapore

Job Description

What the role is

At MCI, we envision a government where key decisions about policies and how we communicate are informed by insights on how our citizens think about the issues at stake.

We call this Sentiments and Behavioural Research (SBR) - quantitative, qualitative, and behavioural insights research that seek to understand how people think about an issue and how they might respond to a policy. This understanding helps to shape the policymaking and communications process, thereby impacting lives.

Our mission at the SBR Capability Development Department (RCDD) in the Research and Data Division is to help our government maximise the value of SBR, and we aim to do this by developing our researchers, raising their capabilities, strengthening our partnerships, and driving innovation across agencies that conduct SBR.

What you will be working on

As Senior Manager / Manager on RCDD\'s People team, you will design and implement strategies aimed at developing a strong core of SBR officers who are better able to support complex public sector needs. You will also work on organisational development strategies to raise awareness across government of SBR\'s critical role and how SBR can be used.

To excel in this role, you will need process skills in strategic, workforce and organisational planning and development. You will also need to have an objective and evaluative mind to sift through complex considerations from many stakeholders, including external to MCI, for a better public service outcome in the SBR context.

What we are looking for

  • Minimum 3 to 5 years of relevant experience in strategic planning, organisational planning and/or workforce planning
  • Ability to demonstrate up to date knowledge of theory and good practice in organisational development, particularly around change management and developing organisational culture
  • Interest in communications and public policy issues
  • Excellent written and verbal communication skills
  • Strong collaboration skills
  • Comfortable working in a fast-paced environment
  • Initiative, resourcefulness, and ability to work independently and efficiently
