OverviewThe NUHS Regional Health System (RHS) comprises of NUHS institutions, associated government and regulatory authorities and community partners that work together to look after the health of the population in the West. The Ministry of Health (MOH) has been co-creating SG Health, a population based approach to health and healthcare delivery, with the three healthcare clusters, AIC and HPB, which will be announced in March 2022. NUHS has developed the NUHS Regional Health Plan (NUHS RHP) to carry out its responsibilities. The RHP will be carried out through 7 Strategy Implementation Groups (SIGs) accountable to Deputy Chief Executive (Population Health), supported by Population Health HQ led by ED RHSO and led by SIG Leads and Co-leads. The RHSO is the institution set up to enable the delivery of the NUHS RHP. It provides the organisational, governance and administrative structure for the management of resources, including but not limited to manpower, funding, facilities and technology.Reporting to the Head of Division (CDPM), the incumbent is responsible for corporate planning, performance management and management administrative support in NUHS RHSO and Pop Health Secretariat. This is to be achieved in close collaboration with internal teams, and internal and external stakeholders. The incumbent is also responsible for supervising direct reports (as assigned) to collectively undertake the tasks that supports our mission.The job holder will also support the Head of Operations, JMC to develop JMC as a community healthcare hub offering innovative and integrated health and social services to patients and the community, in alignment with NUHS\' overarching goals.Job Responsibilities

  • Support the framing and monitoring of RHS strategic work plans and balanced scorecard.
  • Key liaison in the planning and execution the annual work plan and budgeting cycle with Finance & HR.
  • Supervise the reporting and submission of group work plans and balanced scorecard KPIs to Cluster, senior management and internal and external stakeholders (MOH, AIC etc.)
  • Support RHSO Senior Management in corporate planning and administrative matters. Work with AD/DD CDPM to plan the agenda and prepare for key RHSO meetings attended by Senior Management of both NUHS and external partners, including but not limited to the following.
  • Oversee the daily operations of the Division undertaken by the team:
  • Performance Management
  • Enterprise Risk Management
  • Data Protection
  • Contract Management System
  • Strategic Partnerships
  • Space Planning
  • Audits
  • Provide secretariat support for overall implementation of RHS population health strategies
  • RHSO Staff Engagement
  • Work with HR and Coms to plan and execute bi-annual RHSO staff engagement & Townhall meetings to increase staff engagement and communicate strategic objectives
  • Coordination and Management of JMC\'s Closure for Renovation
  • The jobholder will be responsible for working closely with Head Operations, JMC, MOH and the building owner (People\'s Association) to finalize renovation plans. This includes comprehensive planning for the temporary closure of JMC, ensuring minimal disruption to services, staff, patients, and maintaining clear and effective communication throughout the process
  • Strategic Planning for JMC\'s Reopening and Future Development
  • The jobholder will support the development of strategic plans for JMC, focusing on the care model, clinical specialties, and partnership engagement to realize JMC\'s vision as a population health hub.

Job Requirements
  • Bachelor degree in any discipline. Post-graduate qualifications would be desired.
  • At least 7-10 years of relevant working experience with minimally 3 years in a leadership role managing and developing a driven and high performance team.
  • Project management skills with strong analytical abilities
  • Adept at systems thinking and being comfortable with ambiguity, complex dynamics and change management.
  • Adept in people skills to foster buy-in and collaboration
  • Strong written and verbal communication abilities
  • Demonstrated ability to appreciate interpret and communicate data in deriving insights and value proposition for purposes of programme review and forward planning.
  • Knowledge and experience in corporate & strategy planning, data governance, organisation and management will be advantageous
  • Experience in the Singapore healthcare system and/or knowledge of integrated care models will be advantageous
