The role is based in Singapore and sits within the Treasury CFO team. The candidate will be responsible for supporting the Treasury Business and Group Financial Planning & Analytics (FP&A) in implementing and operationalising a new process in allocating Treasury Outcome (P&L, BS, RWA) to client segments and products, with the objective of driving joint balance sheet accountability with the client business and more optimal balance sheets. The candidate will also be responsible for driving the documentation of the framework and policy of the allocation methodology. The role will also be supporting the Treasury Business on providing added transparency of Treasury via Liquidity and Performance analytics in addition to initiating and coordinating projects that impact the wider Treasury Finance team.
The role provides an opportunity to interact directly with a range of senior management within Standard Chartered across both functions and geographical locations. The role will allow one to develop a strong understanding of the Treasury function through allocation methodology as the objective of the methodology to optimize the bank\xe2\x80\x99s balance sheet.
Strategy
The candidate will be communicating the allocation methodology and policy with Regional Treasurers, Country, and Business Finance Teams
Co-ordinate request from Product Owners and Process Owners on methodology to ensure consistency across all levels of allocation
Co-ordinate sign off changes to allocation methodology (both global refinements or country dispensations)
Carry out periodic review and refinement of methodology and policy to create an effective allocation environment across the entire process and methodology, with particular focus on optimizing the bank\xe2\x80\x99s performance and balance sheet.
Organize and host Steering Committees to endorse changes and provide updates
Work with the businesses to demystify the components of FTP, understand the drivers of their rate and accruals, optimize their portfolio strategy to maximize returns, and forecast future FTP changes.
Drive the build out of the C&O Allocation MIS and analytics available to stakeholders to improve transparency of the allocation outcome and in order to optimise the allocation drivers (and hence balance sheet and bank\xe2\x80\x99s ROTE performance)
Business
Working together with various Treasury and Finance stakeholders to provide analytics, visualisation and dashboarding solutions
Awareness and understanding of banks IT data architecture and collaborate with technology teams to solve for Analytics requirements.
Develop both short term and long term solutions that helps with the analytics and MI requirements.
Assist in monthly reporting as well as yearly corporate plan through the use of better predictive analytics and dashboarding
The individual should be fluent in one of the key areas, in Treasury and FP&A \xe2\x80\x93 Fund Transfer Pricing, Treasury Markets, Treasury Capital, Bank financial statements and have good understanding of banking products, Financial Metrics/Ratios.
The ideal candidate would have experience in one or more of the functions Finance/FP&A, Product Control, Liquidity/Capital with specific financial institutions, policy documentation and socialisation. Prior experience in balance sheet management, capital and liquidity, FTP, FPA Operations is considered favourably.

Strong academic record at bachelor or master\xe2\x80\x99s degree level in business, finance or related field from a well-recognized institution
10+years of experience working in a Banking / treasury.
Excellent communication, Strong self-starter and comfortable with senior stakeholder interaction
Experience with policy documentation and maintenance is preferred.
Prior experience in Treasury Capital, Market, Product Control, Balance sheet management or FP&A/ Performance management and familiarity or FTP
Proven strategic and analytical skills with a strong appetite for defining problems and offering solutions across Technology and Processes frameworks
